Design note for Drews 2026-11-04 b and c ruling on dezren39/hatch-personal#21: Atlas search ships as (b) a Rust binary vendored from this repo (pkgs/atlas-search) and (c) a multi-client search service on that binary.

Decisions recorded: one binary / two modes (standalone-capable CLI + serve); in-memory TTL temp store with per-job capability tokens and immutable fused rankings (fetch-to-fill lives inside the vector branch); per-client bearer tokens carrying server-clamped sensitivity ceiling caps; pkgs/id-style package layout with dynamic ONNX Runtime from the nix closure (libstdc++/zlib requirement carried over from opencode#1554); model provisioned to the state dir at a pinned revision + sha256 (open question Q1); three parity gates (embedder bit-identity, golden-311 tie within stated tolerances, A/B-winning vector backend as default) and additive-first migration with the Python retained as fallback + permanent eval reference.

Open questions for Drew are §7 (Q1 model provisioning, Q2 ceiling caps above personal, Q3 sandbox CLI default flip). Implementation steps are filed as an epic + step issues in this repo. Design only — no code.
