ktfmt 0.65 moved to the `org.jetbrains.kotlinx:ktfmt` coordinate and the `org.jetbrains.kotlinx.ktfmt` package, and its formatter now takes a `KotlinCode` with an explicit `FileType`. - Compile the ktfmt glue against 0.65 and pass `FileType.SCRIPT` for `.kts` files. - Resolve `com.facebook:ktfmt` for versions before 0.65 and format them via the reflection-based compat path, using `FormattingOptions.Builder` for 0.63/0.64. - Pin ktfmt 0.64 for the repo's own formatting until the released plugin supports 0.65.
