…directory ConsoleClient.exe loads WindowsMLWrapper.dll via LoadLibraryW at runtime, but MSBuild outputs them to separate directories. Added a post-build target to copy the DLL and its dependencies to the ConsoleClient output directory.
This reverts commit be675b5.

Align the WindowsML central package set with stable Windows App SDK 2.1.3 and port the main-only EP performance chain from PRs #588, #634, #635, #629, #642, and #643. Preserve release Central Package Management, defer the PR #643 legacy sample removals to final integration review, and record the x64 Release validation. Import the CMake WinML C API sample introduced by main PR #593 and moved and stabilized by PR #643. Record its independent build boundary, provenance, and x64 validation in the reconciliation docs and matrix.
