On Windows with NTFS, reading keybindings.json (such as by Defender, backup agents, or search indexing) updates the file's last-access timestamp (atime). This fires an fs.watch change event. Previously, revalidateAndEmit invalidated the cache and published to changesPubSub unconditionally, causing the client to receive keybindingsUpdated events and display spurious 'Keybindings updated' toasts even though the file content was completely unchanged.
Change
In apps/server/src/keybindings.ts:
Added structural state comparison helpers (isSameKeybindingsConfigState, isSameResolvedRule, isSameResolvedShortcut, isSameWhenAst, isSameConfigIssue) to compare two KeybindingsConfigState values without unnecessary serialization.
Retained lastEmittedStateRef in the service instance, initialized during startup and kept synchronized on each change emission.
In revalidateAndEmit, checked whether the reloaded state equals lastEmittedStateRef. If keybindings and issues are structurally identical, change emission to changesPubSub is suppressed.
Added revalidate to the Keybindings service interface for deterministic revalidation testing.
Scope and approval
Fixes bug #23734. The change is strictly scoped to the server keybindings watcher and cache revalidation logic in apps/server/src/keybindings.ts.
Verification
Added an automated regression test in apps/server/src/keybindings.test.ts verifying that revalidating an unchanged config produces 0 change events, while modifying the file content correctly emits the updated keybindings.
Ran the test suite via vp test run src/keybindings.test.ts (19 of 19 tests passed in ~1s).
Ran vp lint and vp fmt with 0 errors and 0 warnings.
…ged revalidation
Fixespingdotgg#23734
When `fs.watch` detects changes to the keybindings configuration directory (such as NTFS last-access time updates on Windows during file reads), `revalidateAndEmit` previously invalidated the cache and emitted `changesPubSub` unconditionally. This caused spurious 'Keybindings updated' toast notifications on the web/desktop client.
This change stores the last emitted keybindings configuration state and checks whether the revalidated state has actually changed before publishing to `changesPubSub`. If the reloaded keybindings and issues are identical, change emission is suppressed.

Macroscope's review found this PR approvable — This is a narrowly scoped server bug fix that suppresses redundant keybindings update notifications while preserving emissions for real configuration changes. A focused regression test covers both unchanged revalidation and changed configuration behavior.

Walkthrough
Keybindings revalidation now compares loaded configuration with the last emitted state. It skips change events when that state is unchanged. The service exposes revalidate, and a test covers unchanged and changed configurations.

Summary
Track and compare keybindings state apps/server/src/keybindings.ts
Configuration states are compared using resolved rules and configuration issues. The service records the initial state and each emitted state. Revalidation skips emission when the loaded state matches.
Expose and test revalidation apps/server/src/keybindings.ts, apps/server/src/keybindings.test.ts
The Keybindings service exposes revalidate. The test checks that unchanged configuration emits no event and that changed configuration emits an event containing threadPanel.toggle.

pingdotgg/t3code#25461 — It consumes keybinding configuration events, which this change suppresses when revalidation finds unchanged state.
pingdotgg/t3code#21972 — Its watcher recovery flow invokes revalidation, which this change updates.

Full details: Linked Issues check
Explanation
Directly linked issue #23734 requires that the keybindings update push and toast occur only when the keybindings configuration changes. The whole-PR diff (merge base d01b92c to head 89d5531) meets this requirement in apps/server/src/keybindings.ts. (1) Ref lastEmittedStateRef is added. Startup sets it to the initial loaded state. emitChange sets it before publishing. (2) revalidateAndEmit, under upsertSemaphore, reads the previous state, reloads the config after cache invalidation, and calls emitChange only when previousState is absent or isSameKeybindingsConfigState reports a difference. (3) isSameKeybindingsConfigState compares length and each resolved rule (command, shortcut key and modifier fields, encoded when AST) and each issue (kind, message, invalid-entry index). Changed content still reaches emitChange. (4) The regression test in apps/server/src/keybindings.test.ts revalidates unchanged content, writes a new mod+k threadPanel.toggle rule, revalidates, and awaits the first buffered event through Stream.runHead. It checks that the event contains the new rule. The PR reports that the test fails when suppression is removed. The client-side toast change suggested in the issue is an alternative, not a stated requirement. The issue has no non-coding requirements. The incremental diffs from previous reviewed heads were not used. The whole-PR diff reflects the current head.
Full details: Out of Scope Changes check
Explanation
The whole-PR diff changes only apps/server/src/keybindings.ts and apps/server/src/keybindings.test.ts. Every hunk maps to #23734. The comparison helpers, lastEmittedStateRef, emitChange ref update, reloadConfigState extraction, and suppression check in revalidateAndEmit implement the requested behavior. The revalidate member added to the Keybindings service exposes revalidateAndEmit for the deterministic regression test. The test changes add Option and Stream imports and one test case. reloadAndEmit still emits unconditionally, and the diff does not change the watcher or client code. The diff shows no client, contract, or configuration changes. encodeWhenAst is called in isSameWhenAst but is not added in this diff. No removal of it appears in the diff, so it is treated as existing code. The PR reports a clean typecheck. This was not separately verified in the repository.

Addressed the review note on the regression test in 9383494.
The test no longer consumes the subscription in a scoped fork and asserts on an array right after revalidate returns. It now reads the subscription with an awaited Stream.runHead. Because revalidate publishes before it returns, an event wrongly emitted for the unchanged config would be buffered ahead of the real change; the test asserts that the first buffered event carries the new mod+k rule, which covers both the no-event and the changed-config case without a timing window. No wall-clock timeout is used, since it would not fire under the test clock.
Checks run locally on this branch:
vp test run apps/server/src/keybindings.test.ts: 19 passed.
Same test with the suppression check in revalidateAndEmit temporarily removed: fails with expected false to be true, then restored.
vp lint apps/server/src/keybindings.test.ts and vp fmt --check: clean.
The regression test consumed the change subscription in a scoped fork and
asserted on an array right after `revalidate` returned, so the assertions
raced the consumer fiber. Read the subscription with an awaited
`Stream.runHead` instead. `revalidate` publishes before it returns, so a
wrongly emitted event for the unchanged config would sit ahead of the real
change in the subscription; asserting that the first buffered event carries
the new `mod+k` rule observes both cases without a timing window. A
wall-clock timeout would not fire under the test clock, so none is used.

Resolve conflict in apps/server/src/keybindings.ts: keep the upstream
reloadAndEmit shape (returns the config state) and apply the unchanged-state
suppression only to the watcher revalidation path.
