fix(desktop): timestamps follow the macOS region override - #27207
On macOS, the desktop app shows 12-hour times ("11:37 PM") while the Mac itself shows 24-hour time ("23:37"). It happens whenever the macOS language and region differ, such as English (US) with the region set to the Netherlands, a common setup outside the US.
For that setup, macOS reports the ICU identifier en_US@rg=nlzzzz: the language is en_US, and the rg keyword overrides the region. ElectronApp.systemLocale only replaced _ with -, so the renderer received en-US@rg=nlzzzz. resolveTimestampLocale in apps/web/src/timestampFormat.ts correctly rejects that as an invalid tag and falls back to Chromium's en-US, which formats times as 12-hour.
Fix
toIntlLocale turns the NSLocale identifier into a valid BCP 47 tag and puts the region override into it: en_US@rg=nlzzzz becomes en-NL, which formats as 23:37. V8 ignores -u-rg-, so the region has to replace the one in the tag.
This is a small, focused fix for an obvious bug: the app's "locale" timestamp setting is meant to follow the OS, and for this locale shape it did not.
Evidence
On a Mac with language English (US) and region Netherlands, Electron 44 reports:
vp test run apps/desktop/src/electron/systemLocale.test.ts passes. The test covers the region override, extra ICU keywords (zh_Hans_CN@calendar=chinese;rg=twzzzz becomes zh-Hans-TW), and plain tags.
vp run check:changed passes.
Not checked: a packaged desktop build.
Known gaps, out of scope
These are separate problems with the same symptom:
The macOS "24-hour time" switch (AppleICUForce24HourTime / AppleICUForce12HourTime) sits outside the locale identifier, so a US-region Mac with that switch on still gets 12-hour times.
On Windows, a custom time format in Region settings is ignored.
On Linux, LC_TIME is ignored when it differs from the language locale.
In a regular browser, web uses the browser's own locale.

Macroscope's review found this PR approvable — Desktop timestamps now honor macOS region and hour-cycle preferences while preserving explicit timestamp-format choices. The change is confined to locale-dependent presentation and does not modify stored data or system preferences.

Problem: on macOS, T3 Code shows 12-hour times ("11:37 PM") while the
Mac itself uses 24-hour time ("23:37"). This hits anyone whose macOS
language and region differ, such as English (US) with the region set to
the Netherlands, which is a common setup outside the US.
macOS stores that combination as the ICU identifier `en_US@rg=nlzzzz`:
the language is en_US and the `rg` keyword overrides the region. The
desktop app passed `app.getSystemLocale()` to the renderer with only
`_` replaced by `-`, giving `en-US@rg=nlzzzz`. Intl rejects the `@`
syntax as an invalid locale tag, so the renderer fell back to its
default `en-US` locale, which formats times as 12-hour.
Fix: convert the NSLocale identifier into a valid BCP 47 tag and fold
the region override into it (`en_US@rg=nlzzzz` -> `en-NL`, which
formats as 23:37). V8 ignores the `-u-rg-` extension, so the region has
to replace the one in the tag.

fix(desktop): timestamps follow the macOS region and 24-hour setting
fix(desktop): timestamps follow the macOS region override
Oct 29, 2026
The desktop system locale API now accepts the host platform. Locale conversion handles ICU identifiers, region overrides, and optional hour-cycle extensions. On macOS, the app checks system preferences for a forced 24-hour or 12-hour cycle.
Adds conversion from ICU locale identifiers to serialized Intl.Locale values. The conversion supports region overrides and optional hour-cycle extensions. Tests cover conversion and the resolved clock format.
ElectronApp.systemLocale now accepts a platform and applies macOS hour-cycle preferences. The window IPC method passes the host platform. Test fixtures provide systemLocale as a function.

Test preference selection through ElectronApp.systemLocale.
The new tests exercise toIntlLocale directly. They do not execute readForcedHourCycle, so they cannot catch incorrect macOS preference keys or a broken darwin gate. Add focused service cases for forced 24-hour, forced 12-hour, and non-macOS behavior using controlled system preferences. This is distinct from helper or mock-wiring coverage because it tests the service's preference-selection path.

@coderabbitai The nitpick about testing readForcedHourCycle through ElectronApp.systemLocale applies to the first commit (7579836). That function and the macOS 24-hour switch handling are no longer in this PR: it now fixes only the @rg= region override, in ff8926f0e4. The PR description lists the 24-hour switch under known gaps.
Closing as a duplicate of #22459, which fixes the same @rg= region override and also covers the macOS 24-hour switch and Linux LC_TIME. I hit this on a Mac with English (US) and region Netherlands (en_US@rg=nlzzzz), so that's one more affected setup confirmed.

@tcrapts You're right. My test request applied to 7579836, not the region-override-only change in ff8926f0e4. I withdraw the nitpick. Testing the removed readForcedHourCycle handling is not required for this PR.
