feat(web): threads babysitting PRs fold into their own Watching PRs section - #27341
Threads that are babysitting a pull request (they called watch_pull_request and are idle until checks, comments, or conflicts wake them) were mixed into the Working section with threads that are actually running. They aren't really working, and they aren't snoozed either. They just wait on a PR, sometimes for hours.
They now get their own collapsed Watching PRs section on web and desktop. They keep babysitting exactly as before (nothing changes on the server). When a wake runs the agent, the thread shows in Working while it runs, then drops back into Watching PRs. It returns to the active list when the watch ends (merge, close, stop) or the agent needs an answer or approval. Snoozed threads stay in Snoozed, and the server already lets a snoozed thread keep watching its PRs.
Membership is derived on the client from the shell's existing data. The thread has to be one the Working section would hold, with runtime.status === "idle", and the only background work holding it must be pull request watches. A thread also waiting on a subagent stays in Working. Watching rows render as the same cards as Working, so the PR number and Waiting status stay visible, and like Working rows they only drag out as chat context. The section follows the Working section setting.
Mobile will follow in a separate PR, the way the Working section landed (#13926 web, then #15346 mobile).
Before: babysitting threads under Working
After: collapsed Watching PRs
After: expanded
Proof: in an isolated dev server with an empty database, I set up two Replay threads watching real PRs (#27334, #27335) and one finished thread. I captured the sidebar on main (both babysitting threads under Working 2) and on this branch (Watching PRs 2, no Working header). Focused unit tests cover the new predicate and the drag rules.

blacksmith-check passed vp run check:changed: format, lint, knip, typechecks across 33 affected packages, 186 tests across seven files, and compiler checks. the guest regression assertion failed before the fix. two independent reviewers approved this head. the guest-request review thread is resolved.
browser coverage this run is partial: chrome rendered pending guest requests in active on the final code using isolated projection data. a real codex luna turn called the watch tool. guest submission over t3 connect, a matching before/after transition, and shelf motion were not verified. the image below proves appearance only. the earlier evidence above belongs to the earlier head.

… section
Threads idle between pull request watch wakes now sit in their own collapsed
sidebar section instead of the Working section. They keep watching; a wake
shows them in Working while the agent runs, and they return to the active list
when the watch ends or the agent needs the user.

Macroscope's review found this PR requires human approval — Idle PR-watching threads move into a separate, initially collapsed Watching PRs section. Human review is required to confirm this change to default sidebar visibility, including for users whose Working section is expanded.

Idle threads waiting only on pull-request watches are classified separately from Working threads. The sidebar displays them in a collapsed, persisted Watching PRs shelf and includes that shelf in ordering, search, rendering, and drag handling.
A task ID prefix and predicate identify pull-request watch tasks. isThreadWatchingPullRequests classifies idle threads with at least one completion-holding task when all such tasks are pull-request watches. isThreadWorking returns false when a thread has pending guest messages. Tests cover the classification cases.
Sidebar partition and shelf rendering apps/web/src/components/Sidebar.tsx, apps/web/src/components/sidebar/SidebarListMarkers.tsx, docs/user/thread-sidebar.md
When the Working shelf is enabled, qualifying threads are split between Watching and Working. The sidebar persists the Watching expansion state and includes its threads in ordering, search, rendering, and empty-state checks. Documentation describes the shelf lifecycle.
Watching shelf drag and drop apps/web/src/components/Sidebar.logic.ts, apps/web/src/components/Sidebar.drag.ts, apps/web/src/components/Sidebar.logic.test.ts, apps/web/src/components/Sidebar.tsx
Watching is a recognized sidebar section. Drop targets and plans reject specified operations involving Watching. Drag projections include the Watching header and card-height rows. Tests cover drops into and across sections.
Stopping the last PR watch can leave the thread in Working instead of Active, making it harder to notice. Fix the shared classification before merging.

Full details: Description check
Explanation
The description covers the problem (babysitting threads were mixed into Working), the change (a collapsed Watching PRs section with its classification rules), and visual evidence. The Scope and approval section is missing. It does not link a triaged issue or maintainer approval for the new sidebar section, even though the objectives record a maintainer comment that says approval was needed. Verification is partial: the description lists the checks run and the scope not verified, but the template also asks for clear before/after screenshots, which are included. The description also contains a takeover update that mixes in details from other heads, which makes it harder to read.
Resolution
Add a Scope and approval section. Link the triaged bug issue or the discussion that records explicit maintainer approval of the new Watching PRs section and its cross-client scope, with the approval comment. Keep the Verification section focused on the current head. Move the earlier-head and takeover history out of the description, or summarize it in one short statement that names the head it applies to. Remove or reword the claim that the review tooling approved the change, since it is not verification of the changed behavior. Add a Scope and approval section that states why the Watching PRs section is in scope for this PR.

the prior-approval rule requires explicit maintainer agreement before adding this workflow. the diff creates a new collapsed Watching PRs section, reclassifies waiting threads, and defines its wake/return and drag behavior. the report that hours-long PR watches obscure running work is useful, but #25160 does not approve this new sidebar direction. please obtain maintainer approval for the section and cross-client scope, then request reconsideration with the existing evidence.

started github/main (15fe283272) in a separate worktree after vp i. created a project pointing at the real checkout through the app, selected codex gpt-6.1-sol, and sent a real turn that called watch_pull_request for this pr. main kept the idle watch under working with a waiting status and the pr number.
stopped main before starting the exact pr head after vp i. copied only the isolated app-created state so the comparison uses the same project, thread, and pr. the pr put the idle watch under watching prs. verified:
collapsed shelf hides the row when another thread is selected; expanding restores it, and collapse persists across reload.
a real follow-up codex turn moves the thread to working, then returns it to watching prs when the turn finishes.
snoozing puts it in snoozed while the watch remains active; wake now restores watching prs.
disabling the working-section setting removes the shelf; enabling it restores the shelf.
stop-watch returns the thread to the active list.
the shelf and waiting card render in light at 1440×1000 and dark at 1100×800.
ran through blacksmith-check: vp test run apps/web/src/components/Sidebar.logic.test.ts packages/client-runtime/src/state/threadInbox.test.ts. both files passed, 109 tests total. the existing head has 31 successful ci checks. no source changes or pushes.

merged current main without rebasing (acdb88200b). main reverted the disconnected-environment shelf rule (#31269), so the merge takes that revert.
then fixed a new CodeRabbit finding (ac26e51a63): a guest request on a working thread moved it to Active without recording a return, so it could sort below newer threads. isThreadWorking now treats a pending guest message like pending approvals or user input, which records the return and replaces the web-only belongsInSidebarWorkingShelf helper. this also applies to the mobile Working shelf, which shares isThreadWorking. a new tracker test failed before the fix.
blacksmith-check passed vp run check:changed on ac26e51a63: format, lint, knip, typecheck across 34 packages, 8 test files, react compiler; 430 tests across the inbox, sidebar and mobile thread-list files also passed. a real Claude Haiku turn on acdb88200b called watch_pull_request for this PR; the idle thread moved to Watching PRs, and stopping the watch returned it to the active list.
not re-verified this run: the live sidebar on ac26e51a63 (placement logic for watches is unchanged from acdb88200b), guest requests over T3 Connect, wake transitions, dark theme, desktop and mobile.
+1 for moving these threads out of Working. Most of my threads that sit in Working for hours are babysitting a PR, and they make it hard to see what is actually running.
One suggestion: make the section about every thread that waits on something outside itself, not only pull requests, and call it Waiting.
PR watches are one kind of outside wait, and others already exist or are in flight:
Wake a thread when a command prints something (`watch_command`) #19879 (watch_command) proposes a generic watch: the server runs a command on an interval and wakes the agent only when its output changes. It covers an issue or discussion reply, another repo's CI, a deploy, a release, a training run. It would use the same derivePendingBackgroundWork entry as PR watches, so the Waiting state reaches every client without new status logic.
With the current rule ("the only background work holding it must be pull request watches"), each of those threads would stay in Working next to threads that are running, which is the problem this PR solves. A section per wait type does not scale either.
The rule could stay just as simple: runtime.status === "idle", and every pending background item is an outside wait (PR watch, scheduled wakeup, command watch) rather than a subagent or a thread wait. A thread waiting on its own subagent stays in Working, as this PR already does, since its work is still running. The rest of the behavior stays as you built it: back to Working while a wake runs, back to Active when the wait ends or the agent needs an answer.
Add a caller-level check for pending guest requests on PR-watch threads.
The added test covers only the belongsInSidebarWorkingShelf predicate. It does not cover the partitionSidebarThreads routing in Sidebar.tsx. A regression in that routing could move a working PR-watch thread with a pending guest message into watching without failing any inspected test.
Current code routes these threads to active, so this is a coverage gap. It is not a current production failure.
Suggested fix
Export partitionSidebarThreads from its module, or move it into Sidebar.logic.ts if it has no component-only dependencies. Then add one case that uses an idle pull-request-watch: thread with pendingGuestMessageCount: 1. Assert that it lands in active, not watching.

Return a thread to Active after its final pull-request watch ends.
Stopping the final watch clears pendingBackgroundTasks, so isThreadWatchingPullRequests becomes false. isThreadWorking can still return true because it ignores completion-holding background work and accepts an idle runtime with a completed latestRun. The tracker preserves that result, so the Sidebar places the thread in Working instead of Active.
