feat(web): follow up on selected assistant text in a fork - #27816
When an agent gives a long answer with several points, there's no quick way to dig into just one of them in a separate thread. Citing the selection derails the current thread. Using "Fork from this response" means scrolling back, finding the sentence again and quoting it a second time in the fork.
Change
Selecting text in an assistant response now shows Follow up next to Cite. It forks the thread from that response, using the existing fork-from-run path. Then it opens the fork with the selection already cited in the composer.
The citation points at the fork's own copy of the message, so clicking the chip in the fork highlights the text in place.
Follow up is hidden when the response can't be forked: while its turn is still running, or when the provider doesn't support forking. This uses the same canForkProjectedAssistantItem check as the fork button.
While the fork is being created, the button is disabled, so a double click can't fork twice.
Web and desktop only. Mobile has no Cite pill.
No server, contract or provider changes.
docs/user/composer.md now mentions it under "Quote an assistant response".
Scope and approval
Proposed in #27780. A maintainer hasn't approved it yet. I'm opening the PR so the working version is there to look at, and I'll link the approval comment here if it comes.
Verification
Browser tests in MessagesTimeline.browser.test.tsx:
Follow up forks the response, and the selection is passed along as the citation.
Follow up is not offered on a finished message while its run is still active. This test fails without the guard.
vp run check:changed passes.
Tested end to end in the dev app with the Replay (dev) provider:
Selecting text shows Cite and Follow up.
Clicking Follow up opens the fork with the quote in its composer.
Clicking the quote chip highlights the cited text in the fork.
Sending a message from the fork works.
Tab focuses Cite, then Follow up. Escape closes the pill.
Before: only Cite.
After: Cite and Follow up.
The fork opens with the selection cited:

AI usage
Built with AI agents, all run through T3 Code:
Claude Opus 5.5 (Claude Code) wrote the implementation and tests, ran the end-to-end checks in the dev app, and acted as one of the reviewers.
GPT-6.1 Sol (Codex) did independent code reviews.
GPT-6 Astra (Hermes) ran a one-time machine setup for the browser panel. It didn't touch the code.
Selecting text in an assistant response now offers Follow up next to Cite. It forks the thread from that response and opens the fork with the selection cited in its composer. The button is hidden when the response can't be forked, including while its turn is still running.
Macroscope's review found this PR approvable — Adds Follow up for selected assistant text, opening an eligible response's fork with the quote in an unsent composer draft. It reuses existing fork safeguards and leaves the current conversation unchanged.

Walkthrough
The selection toolbar adds a Follow up action for eligible assistant responses. The action forks the source thread and places the selected citation in the fork’s composer. The timeline provides projected-item eligibility data and the fork callback.

Summary
Carry citations into forked threads apps/web/src/components/chat/useTimelineRewind.ts, docs/user/composer.md
The fork input accepts an optional citation. When the fork thread is ready, the citation is formatted for that thread and saved as its composer prompt before navigation. The composer documentation describes this flow.
Add the Follow up toolbar action apps/web/src/components/chat/AssistantSelectionToolbar.tsx
The toolbar shows Follow up when the selected citation and projected item meet the stated conditions. The action calls the fork callback and clears the selection when the promise settles. Tab focuses the first enabled toolbar button.
Connect and test the timeline action apps/web/src/components/chat/MessagesTimeline.tsx, apps/web/src/components/chat/MessagesTimeline.browser.test.tsx
The timeline supplies a projected item only for a matching, non-streaming message and passes the fork callback. Browser tests cover submitting the citation and hiding Follow up while the run is active.

the prior-approval rule applies to the new Follow up action. combining selection, forking, navigation and prefilling a citation creates a new workflow even though it reuses existing commands. the pr expressly says approval is absent, and discussion #27780 contains no maintainer approval. see prior approval. obtain and link explicit approval of this direction and scope before resubmitting. the extra work needed to quote a selection in a separate fork remains useful problem context.
