fix(web): open citation comments with the caret at the end - #28667
Clicking the pencil on a citation chip to edit its comment puts the caret before the first character, so anything you type lands in front of what you already wrote. A comment too long to fit also opens on its first lines, away from where you'd continue.
To reproduce: select assistant text, click Cite, type a comment, and press Enter. Then click the chip's pencil and type.
Change
When the comment popup opens, its initialFocus now moves the caret after the last character and scrolls the box to it. Moving the caret doesn't scroll a textarea on its own, so without that line a long comment would still open on its first lines. The focus call keeps preventScroll, so the timeline doesn't move.
This runs only when the popup opens, so a caret placed mid-text stays put if focus leaves and comes back.
Scope and approval
Very small, focused fix for an obvious bug, so there's no prior issue or discussion: reopening a box to edit saved text shouldn't put new text in front of it. The code only ever focused the box, so the caret at the start is the browser's default rather than a product decision, and the diff comment box (DiffCommentAnnotation) already puts its caret at the end. This adds no setting or UI, and a new citation's empty box is unaffected. I found no existing issue or PR for it.

Opening with the keyboard, Enter on the focused pencil, lands at the end too.
After Escape, reopening shows the saved text with the caret at the end.
A caret placed mid-text stays there when focus leaves and returns.
Right-to-left text opens with the caret at its logical end.
With two citations, each pencil opens its own comment with the caret at the end.
A new citation still opens an empty, focused box.
Desktop. This commit in a packaged arm64 macOS build on top of nightly 0.1.7-nightly.20261101.4016 (my fork's build, which also carries other changes), with throwaway data: every check above behaved the same.
Test. From apps/web: vp test run --project browser src/components/chat/AssistantCitationChip.browser.test.tsx. The new case fails on main (scrollTop is 0, not 836) and passes here, along with the 3 existing cases in that file. vp run check:changed passes.
Not checked: Safari, Firefox, touch devices, Windows, and Linux. The change has nothing specific to a platform.

Reopening a saved citation comment left the caret before the first character, so anything typed
went in front of the comment.
Citation comments now open with the caret after the last character, and a comment too long to fit
scrolls to show it.

Macroscope's review found this PR approvable — Opening a citation comment now puts the caret at the end and scrolls it into view. The change is confined to editor presentation and leaves comment storage and submission unchanged.

When the citation comment editor opens, it focuses the input, places the caret at the end of the comment, and scrolls the input to its bottom. A browser test verifies the behavior for a saved comment without a source anchor.

Leaving CodeRabbit's nit about wrapping the textarea assertions in vi.waitFor, since there's nothing to wait for. initialFocus sets focus, caret, and scroll in one synchronous callback, so they're final by the time the test sees focus. The typing check reads the value right after await userEvent.keyboard, the same way the popup position test in this file does. A retry wouldn't make the test catch anything more.
