feat(web): label chips show the label's description on hover - #28732
Label names in the PR list and PR detail are often shorthand (vouch:unvouched, size:S, macroscope-review). GitHub lets a repo give each label a description and shows it on hover, but T3 Code's label chips only had the name and color, so the only way to learn what a label means was to leave the app. The label picker already fetched descriptions; the chips never received them.
Change
PullRequestLabel gets an optional description. It is optional so a newer client still decodes an older server's payload.
GitHub: the listing and detail queries select description next to name and color (GraphQL types regenerated with vp run generate).
Forgejo already decoded description; it is now mapped through.
GitLab and Bitbucket payloads carry no label descriptions, and Azure DevOps and GitCafe are left unchanged, so those providers show no tooltip. Mobile has no hover, so it is unchanged.
PullRequestLabelChip shows the description in the existing tooltip when one exists. Labels without a description render exactly as before. This covers list rows, the detail view, and loading ghosts.
The list query grows by one short string per label (already capped at 20 labels per PR).
Verification
Extended the existing GitHub detail test (GitHubPullRequestApi.test.ts) to assert the description reaches the decoded labels; the search fixture now includes description: null, as GitHub always returns the field.
vp run check:changed: format, lint, knip, graphql check, typecheck, and tests beside the changes pass.
Manual: ran vp run dev against this repo, opened Pull requests, hovered vouch:unvouched in the list and size:S in fix(web): snooze times read naturally in context menus #24945's detail. Both showed GitHub's descriptions ("PR author is not yet trusted in the VOUCHED list.", "10-29 changed lines (additions + deletions)."). Labels without descriptions showed no tooltip.
Not checked: Forgejo against a live instance.

Macroscope's review found this PR approvable — Label chips now show available descriptions in tooltips, with descriptions carried through the provider data mappings. This is a read-only presentation enhancement; labels without descriptions remain unchanged.

Walkthrough
Pull-request labels now carry optional descriptions through the shared contract and source-control data paths. The web interface includes descriptions in visually hidden text and displays them in a tooltip. Described badges can receive keyboard focus.

Summary
Label description contract and queries packages/contracts/src/pullRequest.ts, packages/source-control-github/src/server/pullRequestListings.graphql, packages/source-control-github/src/server/pullRequestListings.graphql.ts, packages/source-control-github/src/server/pullRequestReads.graphql, packages/source-control-github/src/server/pullRequestReads.graphql.ts
The shared label contract allows an optional nullable description. GitHub pull-request listing and read queries request descriptions, and their result types include the field.

Keyboard users cannot reveal label descriptions in the list, although they can in the detail view. This is a bounded accessibility issue for follow-up.

toDetail delegates to toListItem, so the existing detail assertion covers the shared toLabels mapping. The search path uses a separate GraphQL result schema and currently supplies description: null without asserting returned labels. Add a nonempty description assertion to an existing search test to cover listing-specific decoding:
This is a low-cost test-coverage improvement, not a major issue. With the current canned response, the assertion would not detect removing description from the GraphQL selection itself; add a query-shape assertion if that specific regression must be covered.

installed and ran github/main (e925dd6819) in a separate worktree first. hovering this pr's github label showed no description.
stopped main, checked out the exact pr head, ran vp i, and started vp run dev in the background against the same isolated, app-created state. drove the web client with repo playwright and /usr/bin/google-chrome.
created projects pointing at real git repositories and sent real codex gpt-6.1-sol turns through the composer on both revisions. the pr server returned pr head label verification ready.
the github-backed pr list now shows PR author is not yet trusted in the VOUCHED list. on hover. clicking the row still opens detail, where the same label and size:M show their respective descriptions. moving away dismisses the tooltip. timeline/summary navigation still works.
an existing github label with an empty description still renders without a tooltip. also inspected the changed hover at 1440×1000 in light mode and 1024×768 in dark mode.
ran the existing github api suite through blacksmith-check: 111 tests passed. git.cafe reports 31 successful checks, 0 failing, 0 pending for this head.
runtime observations from the browser commands:
main list hover: no tooltip
pr list: PR author is not yet trusted in the VOUCHED list.

Make label descriptions available by keyboard
The badge is not focusable, so keyboard users cannot open its tooltip. The label picker is not a reliable alternative when label changes are unavailable or descriptions are truncated. Provide a keyboard-accessible presentation in the list and detail views. Keep focusable controls outside the list row button.
