fix(gitlab): merge requests can edit their labels - #30483
GitLab merge requests had no Labels row and no way to change labels. The provider never set the labels capability and implemented neither listLabelCandidates nor setLabels. Closes#30482.
Change
The detail read asks GraphQL for userPermissions.adminMergeRequest, which is what GitLab checks before letting someone change a merge request's labels. It runs in parallel with the REST read and sets the viewer's labels permission.
listLabelCandidates lists the project's labels with include_ancestor_groups=true, so group labels show up too, and marks the ones already on the merge request.
GitLab creates any label it's asked to add that the project doesn't have yet. Before adding, setLabels looks each name up and refuses unknown ones with a typed GitLabUnknownLabelError. Removing needs no lookup.
setLabels drops the provider's one-minute detail cache before and after the write, like the other mutations. Without that, the label I had just added disappeared from the Summary tab for up to a minute while testing.
The provider capability is now labels: true. Web and mobile already show the picker when the capability and the permission are set.
Shared client fix: after a label or reviewer change, client-runtime patched the detail atom keyed without allowStale, but the web page reads the one keyed with allowStale: false. The patch missed, so the row only changed once the refetch came back. When the refetch failed (GitLab rate limits at 100 requests a minute on free plans), the picker showed the label as checked while the row kept the old list. The patch now updates whichever of the two detail atoms is loaded and doesn't start a read for the other. GitHub had the same lag; it was just shorter.
Scope and approval
GitLab adapter, plus the shared client patch above. No contract change. Tracked in #30482.
Verification
New tests fail on main and pass here. They cover: the detail read asks for the label permission without reading trigger jobs, candidates include group labels and mark applied ones, adding known labels is one write, adding an unknown label is refused before any write, removing skips the lookup, and a setLabels write makes the next read go back to GitLab. The existing client label test now watches the detail atom the page reads, and fails on main.
Rate limit, before the client fix: I used up the burst budget and added documentation. GitLab applied it and the picker checked it, but the row stayed at bug and the list on the left went empty. The server trace shows the write succeeded while every refetch after it failed with "gitlab requests to gitlab.com are paused until the rate limit resets". After the fix, the row changes as soon as the write returns, about 2.2 s after the click.
vp run check:changed passes: format, lint, knip, typecheck (11 packages), 140 tests.
Manual, web dev build against !5 on TonybynMp4/git-ansible. I added documentation next to enhancement from the picker, then removed it. After each change the Summary tab updated and stayed that way after a reload. GitLab agreed:
$ glab api "projects/TonybynMp4%2Fgit-ansible/merge_requests/5" | jq -c .labels # after adding
["documentation","enhancement"]
$ glab api "projects/TonybynMp4%2Fgit-ansible/merge_requests/5" | jq -c .labels # after removing
["enhancement"]
Why unknown labels are refused: GitLab creates them silently.
$ glab api "projects/TonybynMp4%2Fgit-ansible/labels?search=t3-made-up"
[]
$ glab api -X PUT "projects/TonybynMp4%2Fgit-ansible/merge_requests/5" -f add_labels=t3-made-up | jq -c .labels

GitLab never offered label candidates or a way to set labels. The detail
read now asks GraphQL whether the viewer may change the merge request's
metadata, candidates include ancestor group labels, and adding a label
the project lacks is refused because GitLab would create it.

Full details: Linked Issues check
Explanation
Issue #30482 is the only directly linked, active issue. Its coding requirements are: (1) a Labels row and picker for editable GitLab merge requests, matching GitHub; (2) the GitLab provider sets the labels capability and implements listLabelCandidates and setLabels; (3) the viewer's ability to edit labels comes from userPermissions.adminMergeRequest.
The whole-PR summary shows each requirement is implemented at head ffc8c3d:
Requirement 3: GitLabPullRequestCli reads userPermissions.adminMergeRequest alongside the REST detail read (LABEL_PERMISSION_GRAPHQL_QUERY, decodeLabelPermissionJson) and sets viewerCanEditLabels. The provider maps this to the labels permission through gitLabViewerPermissions.
Requirement 2: The provider advertises labels: true. listLabelCandidates lists project labels with include_ancestor_groups=true, keeps applied labels (including archived ones), and marks applied labels.
Requirement 2 (write path): setLabels sends add_labels or remove_labels in one write. Additions are checked against the project label endpoint and unknown names raise GitLabUnknownLabelError before any write. Removals skip the lookup. The provider invalidates the one-minute detail cache around writes.
Shared client: pullRequests.ts patches each loaded detail atom variant after label or reviewer changes. This keeps the Labels row current when the refetch fails. The web page reads the allowStale: false variant, so this closes the stale-row gap for the issue's UI.
Tests cover permission reads, candidate listing with group labels and applied labels, one-write additions, unknown-label refusal, removal without lookup, cache invalidation on write, and the client detail-atom update. The author also reports a manual check against !5 with GitLab API confirmation.
This pass relied on the supplied whole-PR summary and the PR's test and verification evidence. No source file was re-read here. No unmet coding requirement is shown.
Full details: Out of Scope Changes check
Explanation
All changes support #30482 or its verification.
GitLab adapter changes (GitLabPullRequestCli.ts, GitLabPullRequestProvider.ts, gitLabMergeRequestJson.ts) implement the permission, candidate, and label-update behavior the issue requires. The archived-label and project-label decoding changes support candidate listing.
pullRequests.ts changes the shared detail-atom update after label or reviewer mutations. The label part is needed for the Labels row to update in web. The reviewer part uses the same stale-atom mechanism and does not add a new reviewer feature. The change uses loadedDetails and does not start a read for the unloaded variant, so it adds no unrelated network activity.
Test edits (GitLabPullRequestCli.test.ts, GitLabPullRequestProvider.test.ts, pullRequests.test.ts) cover the new behavior. They do not add unrelated product behavior.
No contract change and no unrelated feature is shown in the summary.
The reviewer-path patch is adjacent to the issue. It is justified by the shared mechanism and the PR description. It does not demonstrate an unrelated change.

Bound the unknown-label error attributes.
When a caller supplies unknown label names, GitLabUnknownLabelError stores every name and prints them in detail. A large or sensitive value can therefore enter an unbounded error message. Store a count and use a fixed message instead. As per coding guidelines, “Attributes and log annotations stay bounded: no raw payloads.”

Exclude unassigned archived labels from the candidate list.
GitLab hides archived labels from its label selector. This mapping offers every project label, so an unapplied archived label can be selected. The picker then sends an add request for a label that GitLab's own selector does not offer. Decode the archive flag and omit archived labels unless the merge request already has them. Applied archived labels stay in the list so users can remove them.

Archived labels: fixed in 418b963. The project labels API returns archived, so the candidate list now drops archived labels unless the merge request already has them. The existing candidates test covers both cases.
Unknown-label error attributes: left as is. Label names are the entity ids the effect-services guideline allows, the contract caps setLabels at 25 names, and naming the missing label is the useful part of the error.

Do not fail detail reads when the optional permission query is rate-limited.
REST and GraphQL requests share GitLab’s authenticated API quota. The concurrent requests can consume the last available slot with the REST detail read and return 429 for the GraphQL permission read. labelPermission propagates that error, so getMergeRequestDetail fails and blocks detail, preview, checks, summary, and viewer-permission reads.

Merged current main into the branch (merge commit, no rebase) to clear the conflict in packages/client-runtime/src/state/pullRequests.ts. Both sides were kept: main's detailReadVersion and this PR's loadedDetails. Main had renamed the Effect diagnostic, so the JSON.stringify directive in setLabels now reads globalJsonInEffect:off. That rename was the only other change.
On CodeRabbit's outside-diff note about rate-limited permission reads: leaving it. Rate limits stay visible on purpose, matching the other GitLab reads. The concurrent REST detail read shares the same quota, so mapping 429 to false would mostly hide the picker without saving the read.
Keeps both GitLab permission reads from pingdotgg#30483: the detail read asks for label
permission on every merge request and for branch deletion only once it is closed or merged.
