fix(server): Claude limits update from rate_limit_event unifiedWindows - #30999
Usage → Limits shows no Claude windows. With Claude Code 2.1.318 (Pro, Windows), the provider cache holds usageLimits: { windows: [], unavailable: { reason: "probeFailed" } }, and it stays that way after real turns.
Two things cause it. This PR fixes the second:
The capability probe's get_usage returns rate_limits_available: true, rate_limits: null, because the CLI only fills rate_limits after a real API response in that session. The probe never sends a prompt, so it reads probeFailed.
The per-turn rate_limit_event, which would fill the gap, is dropped. claudeRateLimitEventToUpdate returns early unless info.utilization is a number. Current CLIs do not send it. Real events from my session logs look like:
claudeRateLimitEventToUpdate now reads unifiedWindows first and returns a Session and Weekly window for each entry that has a numeric utilization (0–1, scaled to percent, with its own resetsAt). If unifiedWindows yields nothing, it falls through to the existing flat-utilization path, so older CLIs behave as before. unifiedWindows is not in the pinned SDK typings, so it is read structurally, the same way model_scoped already is in this file.
Not changed: the get_usage probe still reports probeFailed until the first turn of a session. I left the probe alone because that is a separate decision (e.g. read /api/oauth/usage, or label the state "waiting for first request").
Scope and approval
Refs #30310, which describes both causes and suggests this fix for the first. That issue is not triaged yet. I'm submitting under the very-small-focused-fix exception: one function, no behavior change for CLIs that still send a flat utilization, and events that were previously discarded now produce the update they were always meant to.
Verification
vp test run src/provider/claudeUsageLimits.test.ts (apps/server): 10 pass. The new test "reads every window from unifiedWindows when the event carries no utilization" fails on main (expected undefined to deeply equal { windows: [...] }) and passes here. It uses the event shape captured above and also checks that a non-session/weekly entry (seven_day_opus) is ignored. A second new test checks that unifiedWindows without utilization still yields no update.
vp run check:changed: lint, knip, graphql, typecheck (3 packages) and tests pass. Format failed on my first pass, and I fixed it with vp fmt. I re-ran only vp fmt --check and vp lint after that. I did not wait for a second full check:changed run to finish.
Reproduced the get_usage null outside T3 by sending the control request to claude.exe 2.1.318 over stream-json: rate_limits: null before any prompt, populated after one haiku message.
Not checked: I did not run a built T3 Code and watch the Usage tab update. The event-to-update mapping is covered by the unit test only; I did not exercise the adapter's onUsageLimits path end to end.

Claude rate-limit events now produce updates from configured unifiedWindows when those windows contain numeric utilization. Tests cover percentage conversion, reset times, and windows without utilization.

Summary
Parse unified windows into updates apps/server/src/provider/claudeUsageLimits.ts, apps/server/src/provider/claudeUsageLimits.test.ts
The parser converts numeric utilization values to percentages and formats reset times for configured windows. When parsed windows are available, it returns them before checking the event’s top-level type and utilization. Tests cover populated windows and windows without utilization.
pingdotgg/t3code#30310: Reports that streamed rate-limit events with utilization under unifiedWindows are dropped. This change addresses that parsing behavior; the issue’s separate get_usage probe problem is not addressed.
pingdotgg/t3code#27750: Asks whether streamed events can include a five_hour window for verified Ultra accounts. This change maps configured unifiedWindows entries, but does not establish whether those accounts receive that entry.
pingdotgg/t3code#24114: Describes streamed unifiedWindows data that is discarded for instances marked unsupported by a probe. This change parses streamed windows, but does not change the probe gate.

Claude usage windows now update from the new unified-window events. In the less common case where an event carries both unified windows and a flat update for another window, that other window can keep showing old values. The impact is bounded, so the change is mergeable, though fixing this first is preferable.

Preserve flat updates for windows missing from unifiedWindows.
A usable unified window causes the function to drop a flat update for another window. Since updates merge by window ID, that window can remain stale. This also drops a seven_day_overage_included update.
Append the flat window only when unifiedWindows does not already contain the same ID.
Add a regression test for a usable unified window combined with a flat update for another window.

Closing in favor of #28869, which covers the same unifiedWindows mapping in claudeRateLimitEventToUpdate and also handles the seven_day_overage_included row and the flat-plus-unified case CodeRabbit flagged here. #28869 also has the runtime evidence and fixes the triaged #28852. I'll follow up with an issue for the one part neither PR covers: the capability probe's get_usage returning rate_limits: null until the first turn.
