   Triage (2026-11-05; checked against live GitHub main at 00a294a, merge #6271).

   • State / duplication: id: design: native ID creation & setup ceremony (from #5684) #5884 remains open and has no linked PR. Parent design(id): identity, login & delegation — simplicity-first key custody, security-code recovery, and pseudo-login identities #5684 also remains open; its merged docs(id): answers to Drew's 2026-11-04 ID program questions #5707 is an essay-answer document, not a decision record for this ticket. GitHub’s comparison from this checkout’s 8ad60f1 commit to live main is nine commits ahead and contains no pkgs/id changes or relevant ID design record. Main does have local keypair loading/creation at pkgs/id/src/store.rs:91–123, but that primitive does not settle the end-to-end setup ceremony. There is no evidence this design is completed or superseded.
   • Route / scope: keep this as a design-only issue, not an implementation task. Settle native ID key generation and where custody begins, the exact setup statement/hash and first signed artefacts, their storage and verification, invariants, and rejected alternatives. Keep the parent’s custody/recovery/delegation boundaries; record any conflict back on design(id): identity, login & delegation — simplicity-first key custody, security-code recovery, and pseudo-login identities #5684 rather than silently forking them.
   • Ordering / blocker: preserve the existing parked status pending independent prioritisation. There is no code blocker to the design; design can be activated when prioritised. Treat its setup/signature decisions as shared foundations for the sibling custody and identity-management designs (id: design: keyless-custody login feasibility (investigation) (from #5684) #5885–id: design: identity management UX (from #5684) #5890). Implementation should wait for those decisions and alignment with design(id): identity, login & delegation — simplicity-first key custody, security-code recovery, and pseudo-login identities #5684.
