[ready-for-agent trial] Add the PM-stack design record to doc/README.md's starting points #762
Description
Trial issue for the ready-for-agent dispatch harness (PM stack Phase 2). This is a deliberately trivial, single-line change.
Task: in doc/README.md, find the section "Dated records" and its "Some starting points" list. Append exactly one line at the end of that list:
Change nothing else in the file or the repository. Open a pull request with just that change; a human will review and merge it manually.
