• Docs-only change; this PR does not close id: Phase 13 F13.7 client-side capability providers under the ceiling model #789.

Phased plan

Prerequisites: #838 → F12.4/#1061; F12.6/#1063; session attribution #840 and restart semantics #839; F11.12 before new shell frames. Then land the manifest contract, shell-protocol v2 types, host broker with a fake adapter, local consent/audit, bounded client.file.read, and end-to-end replay/security tests as independently mergeable, default-off slices.

Verification

• git diff --check origin/main...HEAD — clean.
• No implementation code changed; no code tests run.
