Implements #3882 — P0-A integration phase of #2244 (core landed in PR #3891 for issue #3881). Queue task 5847.
What changed
Frame seam (frames.rs) — new charged API on top of the shared evaluator from abuse.rs:
charge_frame — one frame token + byte cost, admitted or refused as a unit, returning the structured Refusal (reason + bounded retry_after_ms) via the new abuse::RefusalError.
read_frame_len / read_frame_body split of read_frame, so a charged reader charges after the length prefix and before body allocation (the 1 MiB MAX_FRAME_BYTES cap is retained, not duplicated) without holding a shared lock across the body read.
read_frame_charged / write_frame_charged for adapters that own the evaluator for the call.
World transport (world_net.rs) — WorldProtocol owns one Arc<Mutex<AbuseEvaluator>> shared across all streams/connections per remote EndpointId (threaded from conn.remote_id()). Inbound: charge at the seam; a refusal sheds that stream only, the peer connection and its other sessions stay up. Outbound: StreamIo::send charges the write funnel; a refusal sheds that frame only. Counters are visible to operators via the new WorldProtocol::abuse_counters() snapshot (per-(local node, remote endpoint) frames/bytes, both directions recorded).
HTTP 429 sites — web/routes.rs save limiter and web/world_ws.rs directory rate-limit refusals now emit the structured refusal: JSON body {error, reason: "rate_limited", retry_after_ms} plus a Retry-After header. The save limiter uses its computed cooldown; the directory limiters compute no bucket value, so the abuse contract floor (RETRY_FLOOR_MS) is emitted there (noted in code).
World chat (world/core.rs) — chat_rates sliding window replaced by a consumer of the shared evaluator: one frame bucket per participant (participant-derived endpoint key) with the historical caps expressed as a token bucket (burst 50, refill 50 per 10 s — same burst, same sustained rate). The prose refusal is gone; an over-limit chat returns the structured RefusalError its caller can expose.
Tests
New frames test: charged round trip counts both directions in the registry snapshot (2 frames / 10 bytes), and the next over-burst charge is refused with a retry value.
Existing chat rate-limit test (chat_is_rate_limited_per_participant_within_a_ten_second_window) covers the chat consumer's burst/refusal behavior.
Local verification (laptop): cargo check --features web,ssh — every file in this PR compiles. The check's only errors are pre-existing on clean main (verified by stashing): world_ssh.rsrender_ansi_diff visibility + russh auth_publickey signature under the ssh feature, plus the known id-core vt100 test breakage (issue id-core: lib tests do not compile — world_presentation tests use vt100, which is not an id-core dependency #3923 cluster). CI (id-check) is the authority for the full suite.
Not in this PR
Threading the serving node's real id into WorldProtocol::new call sites (registry rows currently key the local side as the zero id via new; with_local_node exists for callers that have it).
Charging the remaining frame adapters (log_sync, envelope_net, artifact) — their charged entry points (read_frame_charged / write_frame_charged) are in place; per-adapter evaluator ownership is follow-up work.
id peers CLI plumbing of the counter snapshot (the snapshot API is the surface this phase adds).

Walkthrough
The change adds shared abuse-budget checks for frames and bytes. World chat and network streams use the evaluator, and network streams apply different limits after authorization. HTTP rate-limit responses now include structured retry information.

Summary
Abuse evaluator and charged frame helpers pkgs/id/src/abuse.rs, pkgs/id/src/frames.rs
The evaluator checks frame and byte budgets together without charging either budget on refusal. Frame helpers charge before reading a body or writing a frame.
World chat uses an abuse evaluator keyed by participant endpoint and monotonic time. A test checks that wall-clock changes do not refill the rate limit.
WorldProtocol shares an evaluator across streams. StreamIo charges inbound and outbound frames and retries outbound charges when a refusal provides a retry delay.

Explanation
The title names several changes that appear in the changeset: frame-seam charging (frames.rs charge_frame, read_frame_charged, write_frame_charged), HTTP 429 with Retry-After (routes.rs and world_ws.rs), a chat limiter consumer (world/core.rs chat rate limiting moved to the shared abuse evaluator), and counter visibility (world_net.rs abuse_counters). The title is not off-topic, but it lists four aspects rather than one main change, and it is long at 121 characters. It also cites #3882 while the objectives reference PR #3960, a numbering mismatch the author should confirm. Because the title covers real parts of the change, the check passes as partially related.

Apply backpressure instead of treating outbound throttling as closure
When a legitimate outbound burst exhausts the bucket, returning false makes existing callers treat throttling as a broken connection. In world_session/mod.rs, send_module_bytes aborts the transfer on any failed send, and the joined-session event loop exits on the same result. Module downloads emit consecutive 6 KiB chunks without pacing, so a fast transfer can exhaust the 180-frame burst after roughly 1 MiB and fail despite remaining within the supported module size. Wait for the allowance or propagate a retryable outcome that callers handle rather than using the transport-closed result.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in 3993ac9: outbound frame charging now waits for the bounded retry interval and retries without holding the evaluator lock, rather than returning false for throttling. Added a backpressure regression test; targeted tests are running now.
The reason will be displayed to describe this comment to others. Learn more.
Make frame and byte admission atomic
When the frame bucket has capacity but the byte bucket refuses the payload, check_frame has already consumed a token and incremented the admitted-frame counter. Consequently, byte-refused frames are counted as admitted, and repeated byte refusals can exhaust the frame allowance used by other streams even though none of those payloads were accepted. Check both budgets before committing either debit and counter update, or roll back the frame charge when the byte check fails.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in 3993ac9: charge_frame now checks frame and byte availability before consuming either bucket, then records both counters together. Added a regression test proving a byte refusal leaves the frame token and counters untouched; targeted tests are running now.
The reason will be displayed to describe this comment to others. Learn more.
Prune the long-lived transport evaluator
On a long-running server, each distinct remote identity that sends even one frame now permanently adds endpoint state and a counter row to this protocol-wide evaluator. Neither the connection shutdown path nor any other production caller invokes prune_idle_endpoints or prune_counters (a repository-wide search finds only their definitions and tests). Since peers can generate fresh endpoint keys, disconnecting does not bound this newly retained memory. Add periodic or lifecycle-based pruning of both registries while preserving allowances for active peers.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in 3993ac9: WorldProtocol prunes idle endpoint state and counter rows on new connection acceptance (24-hour counter retention); the world-chat evaluator also prunes idle state on chat activity. Targeted tests are running now.
The reason will be displayed to describe this comment to others. Learn more.
Use the pre-authorization bucket until session authorization
For a newly opened stream, the reader starts before run_session parses or authorizes the first request, yet every inbound charge passes authorized: true. Iroh endpoint authentication does not grant world access, as this module's contract explicitly states. Unauthenticated world requests therefore consume the 60/s, burst-180 authorized allowance instead of the configured 10/s, burst-30 pre-authorization allowance, and can exhaust the bucket serving legitimate sessions for the same endpoint. Track session authorization and select the pre-authorization bucket until the relevant capability or admin check succeeds.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in 3993ac9: each StreamIo starts pre-authenticated=false and switches only after the session validates its capability/admin authorization. Added an Iroh integration test that sends 31 chat frames after a successful join, beyond the 30-frame pre-auth burst; targeted tests are running now.
The reason will be displayed to describe this comment to others. Learn more.
Preserve monotonic timing for chat bucket refills
When the host's wall clock is corrected, chat admission now changes even if no corresponding real time has elapsed: SystemClock::now_ms() returns Unix time, whereas the previous limiter used now_instant(). For example, a forward correction of ten seconds immediately replenishes an exhausted 50-message bucket. The evaluator explicitly expects monotonic timestamps, and TokenBucket::refill uses timestamp differences as elapsed time. Derive the injected millisecond value from the clock's monotonic instant instead of its wall-clock face.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in 3993ac9: chat refill timestamps now use elapsed monotonic time from the core clock origin, not Unix wall time. Added a test with independent wall and monotonic clock adjustments; targeted tests are running now.
The reason will be displayed to describe this comment to others. Learn more.
Pace module uploads before enforcing inbound burst limits
On a sandbox-enabled Iroh host, a fast module upload now fails when its chunks exhaust the inbound allowance: WorldClient::install_wasm sends consecutive 6 KiB chunks without pacing or acknowledgements, while this branch converts a temporary refusal into Inbound::Closed. install_module_session then aborts with "invalid module chunk frame". The 180-frame burst can be exhausted after roughly 1 MiB on a fast connection, well below the supported 16 MiB module size. Add upload pacing or retry signalling, or apply read-side backpressure for authorized uploads, so supported transfers do not terminate merely because they arrive quickly.
The reason will be displayed to describe this comment to others. Learn more.
Addressed in 0626642: read-side backpressure for authorized streams. The StreamIo reader now charges via charge_inbound_frame, which waits out a temporary refusal's retry interval with the frame body still unread — QUIC flow control paces a fast sender (e.g. install_wasm's back-to-back 6 KiB chunks) instead of the refusal converting to Inbound::Closed and aborting the upload at the burst limit. Pre-authorization refusals, refusals with no retry offered, and a poisoned evaluator still shed the stream immediately; the evaluator lock is never held across the wait. New regression test inbound_refusal_backpressures_authorized_streams_but_sheds_preauth covers both halves; cargo test world_net suite: 15 passed on the laptop worktree. CI + Codex re-review on 0626642 pending — task 5847 parked until both land.

Enforce max_connections_per_peer in WorldProtocol::accept.
accept never calls AbuseEvaluator::open_connection, so the default cap of 4 connections per peer is ignored. Each connection allows 16 sessions, so one peer can hold unbounded concurrent sessions. Register each connection, refuse it past the cap, and call close_connection when accept returns. This gap predates this PR.
Note: this behaviour predates this PR (already present at merge base bdc66c7c877a); the change keeps it reachable.

Check the payload size before charging the frame in write_frame_charged.
write_frame_charged charges the shared abuse bucket before write_frame checks the 1 MiB limit. A payload just over MAX_FRAME_BYTES that fits the byte budget is admitted and counted, then rejected without a send. Add the size check before charge_frame, as the read path already does:

Make the charged round-trip test exercise the charged helpers.
The test charged_frames_round_trip_and_count_both_directions calls charge_frame and write_frame_to directly. It never calls read_frame_charged or write_frame_charged. A regression that removes the charge from either helper, or that moves the reader's charge after body allocation, would still pass. The comment at lines 332-333 is also wrong: write_frame_to does not charge. Correct the comment now. Add coverage that drives the charged helpers. Those helpers take Iroh RecvStream and SendStream values, so the test needs Iroh streams or a generic reader and writer.

Cover StreamIo::send with a constrained evaluator.

Removing the charge from send, or writing a frame after a refused charge, would pass the suite. Add a test that builds a StreamIo with a constrained evaluator and checks the written frame and the frame counter.

Return the longer delay when both budgets refuse.
When the frame bucket and the byte bucket both refuse, the returned delay covers only the frame bucket. A caller that waits that delay is refused again by the byte bucket. Return max(frame_retry, byte_retry) when both refuse, and keep the frame-first RateLimited reason.

Update the refusal selection around frame_retry so that when both frame_retry
and byte_retry are present, the returned delay is the longer of the two and the
reason remains RateLimited. Preserve the existing frame-only and byte-only
refusal behavior.

Send the real retry delay for directory rate-limit refusals.
refusal_response sends Retry-After: 1 and retry_after_ms: 1000 for every directory RateLimited refusal. The resend throttle in issue_code refuses for up to 60 seconds. A client that retries after one second receives repeated 429 responses. Pass the remaining cooldown to this response, or omit Retry-After when no accurate delay is known.

Update refusal_response’s RateLimited handling to use the actual remaining
cooldown for both Retry-After and retry_after_ms; if that delay is unavailable,
omit the retry-delay fields rather than reporting the inaccurate RETRY_FLOOR_MS

Prune abuse counters before abuse_counters returns its snapshot.
WorldProtocol::abuse_counters returns rows without applying the one-day retention. Pruning runs only in accept, so a server that receives no new connection for more than 24 hours returns counter rows idle longer than that window. The fix is to apply the same counter prune inside abuse_counters before the snapshot. The remaining memory growth is bounded, because new rows need an accepted connection and each accept prunes first.

Check revocation before writing a frame delayed by backpressure.
charge_frame_with_backpressure sleeps for each refusal's retry_after_ms, which is 1 to 60 seconds, and then StreamIo::send writes the frame. The wait does not check authorization or revocation. A participant revoked during the wait still receives a frame built before revocation. joined handles revocation only in its select! loop, which does not run while send is awaited. Re-check the capability after the wait, or end the wait when a revocation arrives.

Update charge_frame_with_backpressure so authorization or revocation is checked
after each retry_after_ms wait, or make the wait interruptible by revocation; do
not let StreamIo::send write the pending frame if the participant was revoked
while waiting.

A temporary inbound refusal on an authorized stream no longer converts to Inbound::Closed: charge_inbound_frame waits out the refusal retry interval with the frame body still unread, so QUIC flow control paces fast senders (e.g. module uploads sending 6 KiB chunks back-to-back) instead of killing the transfer at the 180-frame burst. Pre-auth refusals, refusals with no retry offered, and a poisoned evaluator still shed the stream immediately. Addresses Codex finding 4437565013 on PR #3960.

Mark admin module downloads authorized before sending chunks
For DownloadModuleAdmin, frame_admin_token returns None, so this new authorization hook never runs; download_module_admin_session validates the admin credential separately but never calls mark_authorized. Consequently, valid admin downloads consume the shared pre-authorization bucket (10 frames/s, burst 30) rather than the authorized allowance (60 frames/s, burst 180). This substantially slows large downloads and can exhaust the pre-authorization tokens needed by concurrent new sessions from the same endpoint, causing legitimate joins to be closed. Mark the stream authorized after the download handler validates the admin credential.

Addressed in 6e868c6: download_module_admin_session now calls io.mark_authorized() immediately after authorize_admin succeeds, before send_module_bytes streams the chunks — so valid admin downloads charge the authorized bucket instead of the pre-auth one. CI on the new head verifies.
