Migration 0021 (applied to Supabase muse-dev, agent schema; SQL in migration-0021.sql): - assign_repo_task_lane now stamps tasks.progress.lane (plus a claimed-task backfill): the assignment previously lived only in the ledger, so poll.py candidate discovery (progress.lane) saw zero candidates for the claimant's entire live life and it never launched a session. - New bind_repo_task_lane_session RPC: one atomic call writes the session id into the ledger AND progress at launch, refusing to overwrite a different binding. repo-queue.py gained a bind verb (hatch 544626e) to call it. poll.py: candidate filter extracted as is_candidate(); tasks claimed by OpenChamber scheduled lanes themselves (UUID lane_id) are excluded - those lanes are opencode sessions executing their own claims, so a claimant launch would double-execute. Tests: 20/20 pass (6 new). prompt.md step 4c + README: bind via the helper bind verb instead of the manual PATCH-then-record sequence.

Closes the claimant wiring gap found in the #3026 parity audit: assign_repo_task_lane never stamped tasks.progress.lane, so poll.py candidate discovery saw zero candidates for the claimant's entire live life (enabled 2026-10-31, mode live, zero launches ever) while the conductor kept doing every launch and terminal-time binding sat at ~47% over the last 48h (8/17).
