Adds bounded regression coverage for null, empty, and repeated cursors. inventory() records the failure as an owner-level error, preserving the existing reconcile failure path.

Evidence

• Before: github-backup(ghb_common): inventory_owner paginates forever when a page says hasNextPage with a null/empty endCursor — the reconcile sweep hangs re-fetching page 1 instead of raising #6532's supplied probe reproduced repeated page-1 requests for a malformed hasNextPage response.
  After: python3 infra/github-backup/tests/test_inventory_owner.py — 36/36 checks passed, including valid two-page pagination and bounded failures for all three malformed cursor shapes.
• python3 -m py_compile infra/github-backup/bin/ghb_common.py infra/github-backup/tests/test_inventory_owner.py — passed.
