Cursor skill discovery now includes ~/.cursor/skills-cursor as system skills, after project and user roots. Existing CLI visibility filtering applies; discovery only reads this directory.

Original description by @paynoattn

Cursor's built-in skills were missing from the composer because discovery did not scan the directory where Cursor stores them. Discovery now includes ~/.cursor/skills-cursor with system scope.

The new root is scanned last, so project and user skills retain precedence. The existing visibility filter continues to exclude IDE-only skills, and shared clients use the existing System badge and skill-mention handling. No other provider changes.

All eight Cursor skill tests pass, including built-in discovery, override precedence, and IDE-only filtering. Removing the root or moving it ahead of the existing roots fails the regression. Scoped lint and the provider-cursor typecheck pass. After merging current main, all eight tests and the provider typecheck pass at 936ba6d. Both changed files are unchanged by that merge, and fresh independent Opus and Sol reviews found no actionable defects. A live Cursor CLI/composer session was not rerun during this takeover.

Original fix by @paynoattn in #18673. Maintainer takeover by Claude Opus 5.5 and Claude Fable 5.1 through T3 Code, independently reviewed by Claude Opus 5.5 and GPT-6.1-Sol through the Codex harness.

Takeover

Credit to @paynoattn for #18673.
Rebuilt on current main on an origin branch, preserving the original discovery approach and trimming its comment. Extended one existing discovery test; no extra test cases or scratch files added.

Environment: Linux x86_64, Node v26.12.1, real dev server, synthetic temporary HOME and fresh explicit T3 home; --no-seed and T3CODE_DEV_SEED=0. Real user Cursor and T3 data untouched. No render code changed; viewport/theme captures do not apply. What else changed: no additional behavior observed in the captured skill lists.

Verification log
  • Tests: five before → five after in packages/provider-cursor/src/server/skills.test.ts; one extended discovery test. Regression fails on main (missing system skill); all five pass with fix.
  • Focused tests, targeted lint/format, and provider-cursor typecheck pass. Existing Effect suggestions remain outside changed files.
  • Independent review round 1: GPT-6.1-sol MERGE; Claude Opus 5.5 MERGE. No confirmed findings; no sensitive-surface changes or new regex/parser/loop.
  • Proof audit pass 2: SUFFICIENT; independent replay matches all six RPC records.
  • Final head: d68546fa81, after merging main. Scoped tests pass again. Cursor provider, server, contracts and provider-core are unchanged from captured head; the PR diff still contains only the two intended files.
  • CI: pending on the replacement head. No PR merge performed.
  • Unverified: optional composer/browser, desktop/mobile visuals; real installed Cursor distribution; provider turns and remote/relay/tunnel transports; unreadable/oversized/budget-exhausted built-in runtime cases. Server surface verified by real RPC transcripts; no changed render surfaces.
  • Models: Claude Opus 5.5 via Claude harness for tests/implementation/review; GPT-6.1-sol via Codex harness for lead/review/evidence/audits, in T3 Code.

Cover Cursor's ~/.cursor/skills-cursor root as last-priority system scope,

Read ~/.cursor/skills-cursor as last-priority system scope, so /loop,

Approvability

Verdict: Approved at d68546f

Macroscope's review found this PR approvable — This focused fix adds Cursor’s existing built-in skills to composer discovery while preserving project and user precedence. The runtime change is confined to the existing skill scan and is covered by targeted tests, with no schema, deployment, or configuration-default changes.

Walkthrough

Cursor skill discovery now scans ~/.cursor/skills-cursor as a system-scope root after project and user roots. Tests cover discovery of a built-in skill and its system scope.

Add a user/system name collision to the precedence fixture.

The project review fixture masks both the user and built-in review fixtures. The unique loop fixture only checks built-in discovery. Add a skill with the same name in the user and built-in roots, then assert that the user fixture wins.
