Turns on react/set-state-in-effect as an error for every package. Web already had it; this adds mobile and packages/*.

The rule catches a synchronous setState inside an effect body. That pattern renders twice and is usually derived state or event logic in disguise.

Fixes (3 sites, 3 effects removed)

• ThreadMarkdownImage: the decoded size is stored together with its sourceKey, and a stale size is ignored during render. This replaces the reset effect.
• ThreadMarkdownImage: the failure is stored as { uri, failed } and reset during render when the URI changes, replacing the effect that cleared it. Any URI change, including A → null → A, still retries; ThreadMarkdownImage.test.tsx covers that path.
• use-vcs-action-state: the elapsed-time label reads secondTick from @t3tools/client-runtime/clock through useSyncExternalStore, and subscribes only while an action runs. This replaces the local useState + setInterval clock.

Each has a reason naming the external system or trigger: native media loads, the favicon loader, native keyboard and highlighter resets, pairing URLs, the new-task draft and share-import flows, showcase capture readiness, inspector mounting, and the snooze minute clock.

Follow-up

• NewTaskDraftScreen / NewTaskDraftRouteScreen / new-task-flow-provider (6 sites): the return-to-picker and share-import flows are a state machine spread over effects. That needs a reducer or a store, not a lint fix.
• ConnectionsNewRouteScreen (3): reseeding the form from a pairing URL is a key reset on the URL.
• ThreadNavigationSidebar: the minute clock plus the snooze wake timer could move to minuteTick / deadlineStore.
• The effect-elimination PRs that own these files should delete these suppressions along with the effects.
