feat(web): simpler composer with grouped controls, effort words and no collapsed state - #25869
The composer row was crowded with chips most people set once and never touch: model, an effort word, and "Full access", each with a chevron. New threads had an attached "chin" under the card. Scrolling up collapsed the composer into a one-row state with its own layout, transition, focus rules and setting.
Now the composer is always two rows, and the second row shows only what you need to read at a glance:
Attach sits at the bottom-left, in line with the prompt text. Model, effort and send are grouped on the right. Attach and send sit in the card's bottom corners, 8px from the edge, like Codex. The prompt keeps a 16px inset at every width.
Effort reads on from the model as a word, like "Opus 5.5 Extra High", at the same word space as inside the model name, with the level muted and no chip chrome.
Settings › Appearance › Effort display switches the word to rising bars on the text baseline. One bar per level: Claude shows Low 1, Medium 2, High 3, Extra High 4, in whole-pixel steps. Max, Ultracode and Ultrathink stay words, so the full scale stops short of Max.
Fast shows a bolt after the effort level. Ultrafast adds an outlined echo behind it.
Model and effort brighten on hover instead of drawing hover boxes, since they sit a word space apart.
Permissions hide while the thread uses your default mode. Change them from a horizontal Permissions toggle in the effort menu, or press mod+shift+a. A thread on another mode shows that mode next to the model. Full access now uses a crossed-shield icon.
No chevrons, no chin. The new-thread chin is a plain row under the card.
New threads name their permissions at the right end of that row, such as "Full access", so you know what the first send uses. Clicking it opens Permissions, like mod+shift+a. The row now shows on every new thread, and the composer's own Permissions chip stays hidden there so the mode is named once.
No collapsed state on desktop. The scroll-to-collapse gesture, the one-row resting layout, the "Collapse composer on scroll" setting, the timeline space reserved for re-expansion and the related timeline wiring are deleted (about 800 lines). The collapsed composer on phone-width web is unchanged.

Macroscope's review found this PR requires human approval — The composer redesign removes default-enabled desktop scroll collapse and introduces word-based effort display with an optional bars setting. Human review is required for the product-default change, particularly the loss of the existing collapse preference.

The composer now places permissions controls based on runtime mode, available traits, and overflow state. It adds configurable effort indicators and removes timeline-scroll-driven composer collapse and external resting-control hosting. Settings, context-row layout, and toolbar behavior are also updated.

Trait display data now separates speed and secondary labels. New helpers map effort options to glyphs and render effort and speed indicators. Tests cover mapped, special, and unsupported values. The full-access mode uses a different icon.
Permissions menus and control ownership apps/web/src/components/chat/ComposerFooterControls.tsx, apps/web/src/components/chat/CompactComposerControlsMenu.tsx, apps/web/src/components/chat/composerEventScope.ts, apps/web/src/components/chat/composerControlsOwnership.ts, apps/web/src/components/chat/composerControlsOwnership.test.ts, apps/web/src/components/chat/ComposerControlsBar.tsx, apps/web/src/components/chat/TraitsPicker.tsx, apps/web/src/components/chat/composerProviderState.tsx, apps/web/src/components/chat/ComposerPermissionsSection.browser.test.tsx, apps/web/src/components/chat/ComposerControl.tsx, apps/web/src/components/chat/ProviderModelPicker.tsx
The ownership resolver selects where permissions controls appear and which menu owns the mode shortcut. Menus render runtime modes as radio items and support mode previews, keyboard selection, and focus behavior. Composer triggers can show effort and trait indicators.
The composer removes scroll-driven collapse and external resting-control hosting. Timeline follow no longer collapses or restores the composer. Composer height sets the timeline inset directly, and timeline overflow reporting is removed.

Context-row visibility no longer depends on a resting-controls host. The branch toolbar removes the hosted-controls region and associated measurements. The composer surface renders a plain context row.
Effort setting and user guidance packages/contracts/src/settings.ts, apps/web/src/components/settings/AppearanceSettingsPanel.tsx, apps/web/src/components/settings/SettingsPanels.tsx, apps/web/src/components/settings/settingsSearch.ts, apps/desktop/src/settings/DesktopClientSettings.test.ts, docs/user/keybindings.md, docs/user/permission-modes.md
Client settings add effortDisplay with bars and label values and remove composerCollapseOnScroll. Appearance settings, restore behavior, settings search, test fixtures, and permission guidance reflect these changes.

The title clearly describes the main composer changes, including grouped controls and removal of the collapsed state. The phrase “effort words” is less precise because the implementation primarily adds effort bars, but the title remains related and informative.
Full details: Description check
Explanation
The description has a clear problem statement, a detailed change list, and extensive verification evidence (screenshots, browser tests, unit tests, and check:changed). It has no dedicated Scope and approval section: no linked triaged issue or maintainer-approved discussion is cited. The author also states the change is about 800 lines and adds a setting, which the template says does not exempt the PR from approval. The template also asks for a Problem section in one or two sentences, and the description covers that in its opening paragraph, but it is not labeled as such. The description otherwise follows the template's intent and is mostly complete, so the check passes, with the missing approval link noted as a gap for review.

The second-open not.toHaveFocus() assertion can pass while the menu still has its normal initial focus. It can miss a stale marker that later focuses Full access in onOpenChangeComplete. After the first focus assertion, focusRequestedPermission has deleted the marker, so assert that state directly.

Resolve the first recognized reasoning descriptor for the glyph.
A Cursor model can order contextWindow before thinking. In that case, primarySelectDescriptor is not a reasoning descriptor, so the composer omits the effort glyph even though the model exposes one.
Use a separate reasoning descriptor for glyph resolution. Keep primarySelectDescriptor for the existing menu and permission logic.

Remove the unreachable controls-arrival animation.
ComposerSurface.Main always receives data-inline-resting-controls="true", and the hook returns the ref attached to that element. Therefore, continuousControls is always true, so the arrivingControls && !continuousControls branch cannot run.
Remove that branch and its unused drift constant. Keep the content-position animation unconditional.

while preserving the existing position calculations.
Assert marker consumption after the first permission focus.
The current positive focus assertion does not prove that openToPermissions was consumed. focusRequestedPermission can run after the menu's initial focus, so the second-open .not.toHaveFocus() assertion can pass before a stale marker redirects focus.
Assert the marker directly after the first checked-permission focus, and remove the indirect second-open check.
