fix(web): up-arrow recall keeps thread and machine mentions - #31314
Pressing ArrowUp in an empty composer recalls the last prompt you sent, but any thread or machine mention in it disappears. Send Implementation agent in @Correct invoice charge categories in review finished its turn… and recall it, and you get Implementation agent in finished its turn….
recallableComposerPrompt strips every context chip, because a chip with no record in the draft would render as an unavailable reference. Thread and machine mentions are the exception: their records are self-contained, they travel in the message's context.records, and the draft already stores them (threadContexts, environmentContexts).
Change
buildComposerPromptHistoryEntries keeps a thread or machine chip when the message carries its record. Each entry records the mentions its text still references. Every other chip (image, file, terminal, review comment, preview annotation) is still stripped, and so is a thread chip whose record is missing, so recall never produces an unavailable chip.
The ArrowUp/ArrowDown handler writes those records with setThreadContexts / setEnvironmentContexts together with the prompt. Stepping to an entry without mentions, or past the newest one, clears them, so no stale record is left behind for the send path.
Only the prompt-history path changes. Rewinding a sent message (#30955) and editing a queued one (#30889, #30874) are the other two paths in this family; they are separate open PRs and this one doesn't touch them. Mobile has no prompt recall. Desktop uses this web code.
Scope and approval
This is the up-arrow recall path of the defect in #30850 (a restored message loses its thread mentions). #30955 explicitly leaves this path unchanged. It's a small, focused fix for an obvious data-loss bug: recall now returns what the user sent. It adds no setting or contract change and leaves the rest of recall's behavior as it was.
Verification
Extended composerPromptHistory.test.ts: one message with a thread chip, a machine chip, a thread chip with no record, an image chip, and an extra unreferenced thread record. The thread and machine chips and their records come back; the other two chips and the extra record don't. This fails on main with Agent in finished on . See and no records. vp test run on the file: 19 passed.
vp run check:changed: format, lint, knip, typecheck, tests and React compiler all pass.
Web dev app with the free Replay provider: sent a message mentioning another thread through the @ picker, then pressed ArrowUp in the empty composer. The chip comes back resolved (aria-label="Thread, Correct invoice charge categories in review", not "Unavailable context"). Stepping to an older mention-free prompt removes the thread record from the draft, stepping back restores it, and ArrowDown past the newest entry clears both prompt and record (Send disabled). The editor round-trip keeps the recalled text identical, so history browsing continues across the chip.

Recall stripped every context chip from a sent message because the draft had
no records for them, so a prompt that mentioned a thread came back with a hole
where the mention was. Thread and machine mentions carry self-contained records
in the message context, so recall now keeps those chips and writes their records
into the draft, and drops them again when stepping to another entry.

Macroscope's review found this PR approvable — Up-arrow recall now restores thread and machine mention chips together with their backing records. The change is limited to user-initiated draft editing and introduces no automatic submission or permission changes.

Prompt history now retains referenced thread and environment context records with each recalled prompt. The composer command-key handler restores those contexts when navigating history. Tests cover retained references, unresolved references, duplicate prompts, and navigation.

Summary
Build and navigate context-aware history apps/web/src/components/chat/composerPromptHistory.ts, apps/web/src/components/chat/composerPromptHistory.test.ts
History entries and navigation steps now include thread and environment mentions. The history builder retains records referenced by prompt chips, and tests verify filtering, duplicate handling, and navigation.
The command-key handler receives thread and environment context setters. When it recalls a history step, it sets the prompt and restores the step’s context records.
Prompt recall restores mention records, though navigation coverage should be strengthened. No merge-blocking defect is confirmed.

Cover mention restoration when navigating onto a mention-bearing entry.
The new case checks only the built entry. No assertion checks the mentions that stepComposerPromptHistory returns when ArrowUp or ArrowDown lands on that entry. A regression that drops thread or machine records during navigation would still pass this file. Extend this case to step onto the entry and assert both mention arrays. This follows the testing rule to extend an existing case rather than add a new one.
