config: park qwen models (cline-pass/commandcode) + park codedb in mcpx — stacked on #2198 - #2220

…ode (Drew 2026-10-29) Qwen/Llama disable pass: the qwen model entries under the two still-active providers that carried them (cline-pass x3, commandcode x11) are commented out in place - definitions retained, per the disable=park config rule. Qwen/Llama under cloudflare-ai-gateway and groq were already inert (both providers are in disabled_providers) and the Workers AI block was already commented. No route, pool, agent, or default references them. Durable config knob tracked in #2218.
codedb off for now: its entry moves out of mcpServers into a top-level disabledMcpServers key the loader does not read, definition retained verbatim (command, args, env). Re-enable by moving it back.
