Repository-only pull request URLs still matched projects using owner/name, so Azure DevOps links such as repository=api&number=42 could not open their detail panel. Nested GitLab repository paths could also fail to match.

Use the existing provider-native repository selector and case-insensitive host matching. Prefer a matching scoped project when Azure repository names collide, honor an explicitly selected project or environment, and retain the inferred project's environment. An unrelated scope cannot claim an unmatched repository. Chat link changes from the original contribution are already on main and are excluded here.

Follow-up to #7647. Thanks @jvzijp for the original #10987 implementation; the author commits are preserved, with main merged normally.

Verification:

• Replaced the original five cases with four focused cases in the existing list-logic suite: Azure name collisions and scope, explicit environment isolation, nested GitLab, and GitHub with mixed-case hosts. Restoring the old matcher produces the expected Azure/GitLab assertion failures.
• 118 list-logic tests and all 187 focused tests pass. Web typecheck and targeted lint/format pass; one existing lint warning remains.
• Fresh whole-diff reviews by Claude Opus 5.5 and Codex gpt-6-sol found no blocking defects in one round.
• Ran the actual main route and this head in the isolated Linux web app with identical synthetic Azure projects and detail/activity cache data at 1280×800. Main leaves the panel closed; this head opens Azure Payments. A scoped Azure Billing URL also opens Billing despite the shared repository name.
• This verifies client routing with fixtures, not live Azure DevOps authentication or host API reads. macOS, Windows, iOS, Android, and the Electron desktop shell were not verified.

Current-head CI passes, including build/typecheck, lint, web tests, all eight server shards, and the aggregate gate. Macroscope Correctness passes and Macroscope approved 20f082ec3e. The canceled native fingerprint run was superseded by a successful run on that same head. The historical scoped-project thread is resolved; no unresolved review threads remain. Ready for maintainer merge; no merge performed.
