A create_threads request that was already accepted could fail on retry after its project disabled the selected provider. Driver-only retries could also validate an explicit model against the parent instance instead of the alternate instance that created the child.

The creation receipt now controls the project enablement exemption, and accepted retries validate against the recorded child instance. Both the response and any initial prompt use the committed model selection. The prompt has its own receipt: an accepted prompt replays, while a previously unaccepted prompt remains blocked and returns invalid_request. Fresh creations remain blocked too. Current provider registration, health, model/options, runtime, and active-caller checks still apply.

Thanks @yordis for the original fix in #18360. Contributor history is preserved, with main merged and maintainer changes added on top.

Scope and approval:

This is an obvious idempotency bug: replaying an accepted command must preserve its committed selection after project enablement changes. The maintainer takeover is limited to accepted creation/prompt replay and leaves fresh work subject to current settings. No new capability or provider policy is introduced.

Verification:

• Replaced two separate regressions (363 added lines, including mocked core receipt behavior and a polling harness) with two parameterized cases in the existing MCP test file (170 added lines). They use the real orchestrator, thread management, SQLite receipts, and settings. Base production reversal fails both cases; restored head passes all 33 file tests. Review uncovered the explicit alternate-model retry and prompt error-code gaps; the same two cases proved both red, then green without adding cases.
• Server-scoped typecheck, targeted lint, formatting, and diff checks pass. Two independent whole-PR review rounds on Codex GPT-6-Sol and Claude Opus 5.5; round one findings fixed; both round two reviews found no blocker.
• Linux web and actual authenticated MCP endpoint, using local ACP protocol fixtures: inherited and alternate creation/prompt retries succeed after project disablement, explicit alternate model stays recorded, fresh creation returns provider_unavailable, and an unaccepted prompt returns invalid_request. Additional replay leaves one completed run and two messages; the refused prompt child remains at zero runs/messages. Sanitized live output and before/after verification.

After: the created child completed on the alternate fixture; its accepted request still replays after both project instances are disabled. This is a backend behavior change; the before/after proof is focused test failures and MCP output rather than a visual UI change.

A child later switched to an incompatible driver/model can still refuse an old explicit request under the current selection checks. This addresses project enablement replay rather than bypassing all current constraints.

Not verified: real provider accounts, macOS, Windows, iOS, Android, Electron desktop, or remote/tunnel transport. Concurrent receipt acceptance and rejected receipts were traced in source; the focused integration cases stop before provider execution, supplemented by the live local fixture path above. No merge performed.
