Windows updates preserve a missing Start Menu shortcut, leaving an installed app undiscoverable through Windows Search. Include a guarded NSIS customInstall hook that creates the configured shortcut and its AppUserModelID only when the link is absent. Existing links are left untouched and DO_NOT_CREATE_START_MENU_SHORTCUT remains respected.

Retains @itsmeares’s fix from #7829, updated onto main. Addresses #5174.

Scope and tradeoff: this is a focused repair for the reproduced missing-shortcut defect in the existing Windows installer capability. The installer cannot distinguish an accidentally missing link from an intentionally deleted one; this repair recreates either on install/update. It does not add a preference or change existing shortcuts. This consequence is retained explicitly in the maintainer takeover. The earlier request for an explicit maintainer decision remains open; documenting it here does not supply that acceptance.

Verification:

• Separate test phase: 82 packaging tests passed across 3 files (build-desktop-artifact, cursor-sdk-packaging, build-target-arch); PR-modified behavior tests remain 1 → 1 in the existing file, with no added cases. the retained config-output assertion failed when the explicit include field was temporarily removed and passed after restoration. Electron-builder can also auto-detect this filename in build resources, so that mutation does not prove the hook would be absent at runtime.
• Implementation phase: focused packaging test passed (1 passed, 78 skipped); the installed electron-builder resource resolver found the staged include and rejected a missing configured include.
• Scoped lint, TypeScript formatting, and scripts/desktop typechecks passed in the test phase. Implementation/test bytes remain unchanged. No NSIS compilation was performed.
• The original author reported a disposable electron-builder 26.15.6 / NSIS fixture: v1 → delete shortcut → v2 --updated left the link absent before the hook and restored its target after it; ordinary updates preserved existing links. This is historical author evidence, not a current-head Windows test.
• Current-head native Windows installation, update, Start Menu/Search, shortcut AppUserModelID and intentional-deletion behavior were not executed on this headless Linux machine. Still needs a Windows pass covering missing links, existing customized links, and disabled Start Menu shortcut creation. macOS, Electron desktop runtime, iOS, and Android were not exercised. The hook applies only to Windows NSIS packaging; the web/server have no changed behavior to demonstrate with browser screenshots.

Yep that's the tradeoff I mentioned in #5174. PR fixes the missing-shortcut issue, but also recreates shortcuts deleted intentionally. I don't have a maintainer decision yet, so would appreciate confirmation that this behavior is acceptable by you.
