refactor: Effect code reads env through HostProcess.Environment - #31218
Effect code read process.env directly in 164 places, so tests had to mutate and restore the global environment, and that leaked between tests.
This turns on the Effect language-service rule processEnvInEffect as an error in tsconfig.effect.json and splits the hits by what the code does with the value.
Named settings go through Config, following bootService and DesktopConfig. Tests provide them with ConfigProvider.layer(ConfigProvider.fromEnv({ env })).
Desktop: XDG_CURRENT_DESKTOP and XDG_SESSION_DESKTOP (startup log, snapshot portal detection), XDG_DATA_HOME, T3CODE_DESKTOP_LAUNCHER_PATH and APPIMAGE (Linux desktop entry, trimmed like before, reusing DesktopConfig.trimmedString), WINDIR (WSL), SystemRoot/WINDIR (CLI PowerShell path).
Recorder scripts, the eval API key, and T3CODE_TRANSFER_BUDGET_*_PATH.
Env passed through to a child keeps HostProcess.Environment. That covers the ...env spreads into git (GitVcsDriverCore.runGitCommand, the GitVcsDriver checkpoint envs) and into cloudflared, and the WSL forwarded-env loop and parent-env copy in DesktopBackendConfiguration. These used to spread process.env. The reference defaults to it, so production children get the same env. Tests provide the reference instead of mutating process.env, and their save/restore blocks are gone.
Behaviour changes
Values now go through Config, which treats an empty variable as unset. An empty TMPDIR now falls back to TEMP, TMP, then /tmp instead of being used as "". An empty TUNNEL_TRANSPORT_PROTOCOL no longer counts as a user choice.
The default ConfigProvider is a snapshot of process.env taken the first time it is used. On desktop, shell discovery later patches PATH (and may prefer the login shell's XDG_CURRENT_DESKTOP/XDG_SESSION_DESKTOP) into the live env. So DesktopCliCommand keeps reading PATH from HostProcess.Environment, with a comment, because a Config read would miss the discovered PATH. The XDG desktop values follow the Config rule. They only feed a log line and portal detection, but they read the launch value, not the shell-preferred one.
Other notes
ForgejoCli reads its two optional strings at construction with Effect.orDie, because its layer's error type is never and an optional string cannot fail. Everywhere else ConfigError fits the existing layer or program error types.
Two tests still set the real env on purpose, through a small non-Effect helper: cli/app.test.ts sets TMPDIR because NodeOS.tmpdir() reads it, and the ACP ambient-leak test needs the variable to be in the env the spawner extends. serviceLauncher.test.ts and ClaudeAgentSdkQueryRunner.test.ts read the live reference to assert the real env was not changed.
Mock agents and scripts that run as child processes read their variables at module scope, matching each file. That covers acp-mock-agent.ts, the effect-acp peer and the effect-codex-app-server scripts. Those two packages don't depend on @t3tools/shared.
Enable the Effect language-service rule processEnvInEffect as an error
and route every hit through the HostProcess.Environment reference.
Tests provide the reference instead of mutating the global process.env.

Macroscope's review found this PR requires human approval — This refactor routes environment reads through Effect services and strengthens static analysis. An unresolved concern about Forgejo credential lookup and subprocess environments needs resolution because they may target different credential files.

Walkthrough
Selected desktop and server code now reads environment values through Effect configuration or HostProcess.Environment. Tests use injected environment services, explicit child-process environments, or scoped process-variable restoration. Package, script, and tooling code also updates selected environment access.

Desktop startup and Linux desktop-entry setup read selected settings through Effect Config. Tests supply settings through DesktopConfig.layerTest. Portal snapshot desktop detection uses HostProcess.Environment.
Command discovery and PowerShell startup use the host environment service. PATH lookup tests pass local environment maps instead of changing global PATH.
WSL startup configuration and Windows-directory lookup use HostProcess.Environment. WSL tests provide environment values through the service.

Managed endpoint runtime reads transport settings and builds relay-client environments from Effect services. Tests pass environment maps to runtime construction.

Scripts and tests read selected settings through Effect Config. Recorder defaults and existing output-path selection remain in place.
Package and tooling code updates selected environment access. The Codex generator captures GITHUB_TOKEN at module initialization, and the Effect configuration enables the processEnvInEffect diagnostic as an error.
Forgejo authentication can use a different credential store from the one selected by configuration in injected-environment contexts; align these environments before relying on the new configuration path.

Named settings that code interprets (XDG_*, WINDIR/SystemRoot,
TMPDIR/TEMP/TMP, APPIMAGE, launcher path, tunnel transport, Forgejo
dirs, recorder and eval settings) now come from Effect Config, and tests
provide them with ConfigProvider. HostProcess.Environment stays only
where the env is passed through to a child process.

Add focused coverage for the ConfigProvider override.
No package test supplies XDG_DATA_HOME or APPDATA through ConfigProvider. The existing login test mocks ForgejoCli and does not exercise this path. Add a service-layer test that provides one of these values, calls the real ForgejoCli.make login flow, and asserts that the corresponding credential store is read.

- DesktopBackendConfiguration: keep Cody's Windows sign-in helper import beside upstream's HostProcess import; the helper still joins WSLENV.
- DesktopBackendConfiguration.test: the Windows sign-in test passes env through HostProcess.Environment instead of process.env (pingdotgg#31218).
- ConnectionsSettings.logic(.test): keep Cody's tailnet pairing endpoints alongside upstream's resolveAccessEnvironmentId (pingdotgg#26464).
- agentContextBudget.json: upstream's new sizes (pingdotgg#30257) plus Cody's 371-byte final-answer block, re-measured by AgentContextBudget.test.
- No patches superseded or adapted this round; scheduled task Model field left as is (upstream still shows it).
- personal-fork skill: typecheck with effect-tsgo now that upstream dropped typescript; env in Effect tests goes through HostProcess.Environment.
