fix(ci): a change to the T3 Connect troubleshooting guide runs the server test that reads it - #28273
CI's change classifier (.github/scripts/ci-changes.cjs) treats everything under docs/ as inert. One server test reads a doc: ConnectReachability.test.ts checks that each T3 Connect troubleshooting section links to a real heading in docs/user/t3-connect-troubleshooting.md. A docs-only PR that renames one of those headings skips the server tests and goes green. After it merges, main's own full run fails, and so does every later PR that runs the server tests.
To reproduce on main, put docs/user/t3-connect-troubleshooting.md in a file and run node .github/scripts/ci-changes.cjs --paths <file>. It prints test_server=false.
Change
ci-changes.cjs maps the guide to the server package through EXTRA_OWNERS, the existing list for cross-package reads. ownersOf now reads EXTRA_OWNERS before the inert check, so an inert path can still name an owner. No existing entry matches an inert path, so nothing else changes. Every other docs/ file stays inert.
check:changed adds ConnectReachability.test.ts when the guide changes, through a small docReaderTests helper, next to where it already adds AgentContextBudget.test.ts. Without that, the local check would typecheck the server but never run the one test that reads the guide.
Scope and approval
No issue or discussion. This is a very small, focused fix for an obvious bug in CI's own path filter (CONTRIBUTING: "A very small, focused fix for an obvious bug"). It adds no new behavior, setting or workflow.
The trade-off for maintainers to confirm: an edit to this one guide now runs the same jobs as a server change (typecheck, build, server tests, plus the evals and scripts tests that depend on the server). That guide changed in #26366 and changes again in the open #28241.
Verification
New case in scripts/check-changed.test.ts: decide() sets test_server for the guide, docReaderTests selects ConnectReachability.test.ts for it, and another docs/user page has no affected packages. It failed on main (expected false to be true) and passes with the fix. With the guide branch removed from docReaderTests, it fails again.
node .github/scripts/ci-changes.cjs --paths <file listing the guide> now prints test_server=true (affected: t3, @t3tools/evals, @t3tools/scripts).
End to end: I renamed the "Port 7844 is blocked on the host" heading and ran vp run check:changed. It ran ConnectReachability.test.ts, which failed on the missing anchor. I then reverted the guide.
vp run check:changed: format, lint, knip, typecheck (39 packages) and tests (2 files) pass.

…rver test that reads it
ci-changes.cjs treats everything under docs/ as inert, but
ConnectReachability.test.ts checks that each troubleshooting section names a
heading in docs/user/t3-connect-troubleshooting.md. A docs-only PR that renames
one of those headings skipped the server tests, so main's own full run failed
after it merged. The guide now maps to the server package, and check:changed
runs that test when the guide changes.

Walkthrough
The CI changes map the troubleshooting guide to t3 and select the server reachability test when that guide changes. Tests verify this selection and check that the installation guide has no affected packages.
The classifier maps the troubleshooting guide to t3. Inert-file handling now returns extra owners.
Targeted test selection scripts/check-changed.ts, scripts/check-changed.test.ts
Changes to the troubleshooting guide add the server reachability test to the selected tests. Tests check that selection and verify the installation guide has no affected packages.

Test the local test selection too.
This assertion checks the CI output, but it does not exercise check:changed test selection. Removing the new selection branch would leave this test passing. Add a focused test that verifies a guide change selects ConnectReachability.test.ts.

The guide-specific selection lived inline in checkChanged, so no test failed
if it was removed. It moves into docReaderTests, which the guide test now
checks, and runs before the AgentContextBudget line.

verified head f60977a3fc76910efc75f948511e287a0e5dfaa3 as-is on a linux boat vm. no fix or push was needed.
reproduced on github/main (54c5f25249) in a separate worktree after vp i: renamed the guide's "Port 7844 is blocked on the host" heading. check:changed HEAD passed with only formatting, while directly running the existing heading test failed on port-7844-is-blocked-on-the-host.
repeated the identical temporary edit on the exact pr head. the classifier returned test_server=true, and check:changed HEAD selected ConnectReachability.test.ts and failed on that missing anchor. a temporary prose-only edit retaining the heading passed all seven selected tests. restored every temporary edit.
nearby behavior: install.md and remote-access.md remain inert; a server source change still selects the server. the existing classifier/reachability tests passed, 14 tests total.
ran vp run check:changed 15fe2832727893cbdd2214383f9f971474849695 through blacksmith-check against the pr's three-file diff. format, lint, both knip passes, typechecks for 39 packages, and selected tests passed. ci reports 24 passed and 4 skipped checks, with none failing or pending.
started the real dev servers in the background, one at a time. drove the web app using repository playwright and /usr/bin/google-chrome. added projects pointing at the real checkouts through the local-folder ui, selected codex gpt-6.1-sol, and submitted real turns. both revisions returned their correct workspace and commit. on the pr, a follow-up ran git status --porcelain, returned a clean tree, and both responses survived a page reload.
this pr changes check routing. the command transcript proves that behavior; the client/provider captures show the real regression smoke path.
