fix(desktop): let the window shrink to 400x360 so it fits half-screen tiles - #28223
The desktop window can't get smaller than 840x620, so it doesn't fit a half or quarter screen tile. Windows snap and macOS tiling leave it too big, and Linux tiling crops it. This PR lowers the minimum to 400x360, and a narrow window keeps its size after a restart.
It also fixes what broke at that size. Settings rows wrap. In short windows the new-thread composer and its notices stay on screen. Settings and the command palette open below the window's own close and minimize buttons.
The 840x620 minimum is wider than a half-screen tile on common scaled
displays (1440-DIP desktops tile at 720). Electron keeps laying out at
its minimum and the compositor crops the overflow, clipping the header
controls and composer. Window creation and saved bounds now share a
400x360 floor, which also leaves room for the 32x42 DIP that Electron's
client-side frame adds on Wayland.

Snooze preset durations and font-size selects overflowed their rows at
the widths narrow windows now reach.

…row windows
At the new 400x360 desktop minimum the centered new-thread composer pushed
"What should we build?" up into the header, and the font family and size
pickers overlapped because the family wrapper could shrink below the
picker's 9rem minimum, so the row never wrapped.
Below 34rem of window height the hero composer sits at the bottom instead of
the center, and below 28rem the decorative heading text is visually hidden
(still read by screen readers) so the project picker keeps its room. The
family wrapper now keeps the picker's minimum width, so the row wraps.

… bottom
In short windows the new-thread hero sits at the bottom, so a notice hung
below the composer fell off-screen. Below 34rem the notice now takes space
and lifts the composer; taller windows keep it out of flow as before.

Below 640px wide the Settings and Usage modal fills the window, and the
narrower desktop minimum now reaches that size. Its header slid under the
native controls: on Windows its Close button sat on the window's Close,
so a click quit the app, and on macOS the traffic lights covered the
search button. The full-window modal now starts below the native titlebar,
and that strip still drags the window.

The palette sits 4vh or 10vh from the top. In the short windows the new
desktop minimum allows, that put its search field under the Windows and
Linux caption buttons or the macOS traffic lights. Its top inset now
never drops below the native titlebar height.

Walkthrough
The desktop minimum window size is reduced to 400×360 DIP, with settings tests covering invalid and persisted bounds. Web layouts account for native titlebar height and adjust modal, command-dialog, draft-composer, heading, and settings controls at narrow or short viewports.
The minimum window size changes to 400×360, and window creation uses the shared setting. Tests cover invalid bounds and reloading saved 400×360 bounds and maximized state.
At short viewport heights, the draft-hero composer aligns to the bottom and detached draft banners take space above it. The introductory heading is visually hidden at heights of 28rem or less.
Snooze preset controls can wrap. Typography controls wrap and switch to a non-wrapping layout at the 32rem settings-row breakpoint; the font-family control has a 9rem minimum width.
29512 — The change allows narrow desktop bounds to persist, but it does not address restoring sidebar width after a narrow startup viewport.
28174 — The change lowers the desktop minimum and adjusts layouts for narrow viewports; the reported Wayland tiling behavior remains unverified.

Between 640 and 1024px the Settings and Usage modal sits 1.5rem from the
top, less than the native titlebar, so its close button could land under
the caption buttons. That inset now never drops below the titlebar height.
In short windows wide enough for the inline hero heading, the lead-in is
screen-reader-only but the trailing "?" stayed visible as "demo?". It now
hides with the lead-in.

Macroscope's review found this PR requires human approval — The desktop minimum window size drops to 400×360, with responsive layout adjustments for smaller windows. This changes the product's enforced resizing defaults and requires human confirmation; initial window dimensions remain unchanged.

macOS and Windows native controls, snap/tiling, and persistence; Wayland compositor tiling or scaled displays; native iOS/Android; packaged installers or updates; every rate-limit/fallback notice variant. this VM provides Linux X11, so native resize constraints were exercised directly rather than claiming a Wayland tiling test.
Electron needed --password-store=basic and --disable-gpu on this VM; its default secret-store startup stalled before that workaround. the remote build worker needed libsecret-1-dev. these were environment setup changes, not PR changes. uploaded recording playback and seeking were checked in T3's player. all task-owned dev and Electron servers were stopped afterward.

Closes #25446
What it fixes
The desktop window can't get smaller than 840x620, so it doesn't fit a half or quarter screen tile. Windows snap and macOS tiling leave it too big, and Linux tiling crops it. This PR lowers the minimum to 400x360, and a narrow window keeps its size after a restart.
It also fixes what broke at that size. Settings rows wrap. In short windows the new-thread composer and its notices stay on screen. Settings and the command palette open below the window's own close and minimize buttons.
Re-lands #27802, which re-landed #19232 (reverted in #22222).
Evidence
Before is main, after is this PR. Both are real desktop builds.
Windows, snapped to half the screen. Before, the window stays 840 wide and runs past the half.
Windows, dragged to its smallest size. Before stops at 840x620, after at 400x360.
macOS, quarter tile. Before on the left, after on the right.
Linux, half tile. Before on the left: the right edge, with the header buttons, is cut off. After on the right.
A narrow window comes back the same size after a restart.

Settings and the command palette at 400x360 open below the window buttons.
