fix(server): keep writes moving with a larger WAL limit - #31804
A long-lived reader can hold an older WAL snapshot while writes continue. At the previous WAL limit, checkpoint backpressure could stall writes before that reader released its snapshot.
Change
Raise the WAL size limit from 32 MiB to 128 MiB and allow backpressure up to 32,768 frames. Add a persistence test that holds a reader snapshot while writing a 48 MiB payload, then confirms another write completes before the reader releases its snapshot.
Scope and approval
This is a focused fix for writer stalls caused by checkpoint backpressure when a reader retains a WAL snapshot.
Verification
Added a focused persistence test covering a held reader snapshot, a WAL larger than the previous 10,000-frame backpressure threshold, and a subsequent successful write. The thread digest does not include the test run result.
Macroscope's review found this PR requires human approval — The change raises default WAL and write-backpressure limits to reduce stalls from long-lived readers. Human review must confirm the tradeoff between continued writes and increased WAL disk usage.

The configured SQLite WAL size limit increases to 128 MiB, and the checkpoint backpressure threshold increases to 32,768 frames. A new test checks checkpoint progress and reader visibility during a large write while a read snapshot remains open.

Summary
WAL limits and reader snapshot test packages/shared/src/nodeSqliteClient.ts, apps/server/src/persistence/Sqlite.ts, apps/server/src/persistence/Sqlite.test.ts
The WAL size limit increases from 32 MiB to 128 MiB, and the checkpoint backpressure threshold increases from 10,000 to 32,768 frames. The test holds a read transaction open during a 48 MiB write, checks that a checkpoint advances without being blocked, and verifies that the reader sees new rows after its transaction commits.
Issue 23482 reports writes stalled by checkpoint backpressure while a reader pins the WAL. This PR raises the thresholds and tests writes during a reader-held snapshot, but the supplied issue summary notes that the larger limits do not remove stalls at larger WAL sizes.
