fix(gitlab): comments link to their note on GitLab - #30411
GitLab comments and review thread comments came through with url: null, so their timestamp in T3 Code was plain text with no way back to the note on GitLab. GitHub comments already link. Closes#30409.
Change
GitLab notes have no web URL field, but each one has an anchor on the merge request page, <web_url>#note_<id>. getChangeRequestActivity now reads the merge request's web_url and builds that link for every comment and thread comment.
The web_url comes from the same merge request detail read that the detail panel makes next to the activity read, which is cached for a minute, so in practice this adds no request. It uses GitLab's own web_url rather than building one from the host name, so self-managed instances behind a different web origin get the right link.
The read is optional like discussions and reactions: if it fails, comments still load and their links stay null.
Scope and approval
Small fix, one file plus its tests. The web client already renders comment.url as a link with an "Open comment on host" tooltip, so nothing changes there. Mobile doesn't link individual comments today. Tracked in #30409.
Verification
New test fails on main and passes here: comments and thread comments link to <web_url>#note_<id>. The existing "optional reads fail" test now also fails the detail read and checks that comments still load.
GitLab comments always had a null url, so "open on GitLab" actions had
nowhere to go. The activity read now takes the merge request's web_url
from the detail cache and links each comment and thread comment to
its #note_<id> anchor. A failed detail read leaves the links null.

The GitLab activity provider now reads the merge-request web URL and adds #note_<id> links to comments and thread comments when that URL is available. Tests cover link generation and retained activity when the detail read fails.
The activity read fetches merge-request details alongside the other optional reads. Comments and thread comments use note-anchor URLs when a web URL is available. Tests check the generated links and retained activity when the detail read fails.
Comments gain links to their GitLab notes, with unlinked comments retained when the optional detail read fails. No merge-blocking behavior issue was established.

The existing edited-comments test already builds the same conversation-and-thread fixture. (raw.githubusercontent.com) Add the two URL assertions to that test and remove this duplicate setup.

When folding the link test into the edited-comments case, add a reply and check both URLs in each output. The current single-note assertions would not catch a regression that assigns the first note’s URL to every reply.

The activity read's fresh detail read now also supplies the note links from pingdotgg#30411,
so an activity read makes one detail read instead of a cached and a fresh one.
