fix(server): Codex titles no longer fail on ChatGPT accounts without gpt-6-luna - #30078
New Codex threads keep the "New thread" placeholder on ChatGPT-login accounts whose catalog leaves out gpt-6-luna, which is the text-generation default. Connect with ChatGPT always leaves it out (#14321). codex exec then fails with:
The 'gpt-6-luna' model is not supported when using Codex with a ChatGPT account.
Commit messages, PR text, and branch names fail the same way because they all go through runCodexJson.
Change
When the instance's model snapshot lists neither the requested slug nor a model in its family, runCodexJson now picks a model the snapshot does list: the instance default, then the first non-legacy model, then any listed model. Family matching ignores the openai. prefix on either side. When it falls back to a different model, it sends the default reasoning effort and no service tier, since the selection's options were chosen for the requested model. An account that lists gpt-6-luna still gets it, a requested custom model is still sent as-is, and with no snapshot the request goes through unchanged. Settings, contracts, and the picker don't change.
Scope and approval
Fixes#15230, which was confirmed in triage: #15230 (comment). This takes the fix direction suggested there. The earlier attempt, #15272, was closed in the stale-PR cleanup, not on its merits.
Out of scope: the settings picker showing a different model from the one that runs (#12651), and an account whose model/list includes a slug the API still rejects, since that case gives no catalog signal to act on.
Verification
The existing family-match test in CodexTextGeneration.test.ts is now a table, and each row asserts the exact --model the fake codex binary receives. The two new catalog-miss rows (gpt-6-luna against [gpt-5.6-luna, gpt-6-astra (default)], and against [gpt-5.6-luna]) fail on main with missing arg: --model gpt-6-astra / --model gpt-5.6-luna, and pass with this change. The family-match and empty-snapshot rows pass on both. A row for openai.gpt-5.6-luna against [gpt-6-astra (default), gpt-5.6-luna], and a test that a fallback drops reasoningEffort: none and serviceTier: priority, fail on the first version of this PR and pass now.
vp run check:changed passes.
Runtime check: I ran the server's real makeCodexTextGeneration and generateThreadTitle against the real Codex CLI (0.166.0, logged in with ChatGPT). The model snapshot had the Connect with ChatGPT omits Codex models available through CLI login #14321 shape, and a shim in front of codex logged --model and rejected gpt-6-luna with the error above:
== before (CodexTextGeneration.ts as on main)
failed: TextGenerationError: Text generation failed in generateThreadTitle: Codex CLI command failed: The 'gpt-6-luna' model is not supported when using Codex with a ChatGPT account.
[shim] codex exec --model gpt-6-luna
== after (with fix)
title: "Disable login button during requests"
[shim] codex exec --model gpt-6-astra
Not checked: a live Connect with ChatGPT account. My own ChatGPT login lists gpt-6-luna and runs it, which is why the rejection came from a shim.

Macroscope's review found this PR requires human approval — Unavailable Codex model requests now fall back to an account-listed model instead of retaining the requested slug. This changes automatic model selection and needs confirmation that the fallback behavior is intended.

Walkthrough
Codex model selection now resolves configured custom models and uses ordered fallbacks when the requested model is unavailable. Fallback dispatch uses the default reasoning effort and omits the requested service tier. Tests cover model selection, fallback options, and custom models absent from the managed list.

Summary
Model selection and dispatch coverage apps/server/src/textGeneration/CodexTextGeneration.ts, apps/server/src/textGeneration/CodexTextGeneration.test.ts
Selection checks an exact slug, a configured custom-model slug, and a matching model family. If none match, it checks the default non-custom model, the first non-legacy non-custom model, and then the first non-custom model. If no model is listed, it retains the requested slug. On fallback, reasoning effort uses the default and service tier is omitted. Tests cover qualified and unqualified selections, fallback cases, an empty model list, fallback options, and a configured custom model absent from the managed list. The title assertion now expects “Live title.”
Model resolution preserves the supported exact, family, custom-model, and fallback selection behaviors without an established merge-blocking regression.

Full details: Linked Issues check
Explanation
[#15230] The only directly linked issue is open and has coding requirements. Its expected behavior is that title generation uses a model the account supports or fails gracefully. At head 11729c9, makeCodexTextGeneration in CodexTextGeneration.ts resolves the model in this order: exact snapshot match, configured custom-model entry match, listed family match, then fallback to the listed default, the first non-legacy listed model, the first listed model, and finally the requested slug. For gpt-6-luna against a snapshot that omits it, the request now uses a listed model (for example gpt-6-astra). generateThreadTitle runs through runCodexJson, so the fix covers the reported failure. The test table in CodexTextGeneration.test.ts asserts the exact --model passed for catalog-miss, family-match, qualified-slug, and empty-snapshot cases. The PR author also reports a real-CLI shim run that generated a title with the fallback model. The issue's other suggested fixes (surfacing CLI JSON errors, and generic resilience) are alternatives, not required steps. Remaining gap: a live ChatGPT-account run was not checked by the author, and I did not re-run the tests. The code and test table support the verdict.
Full details: Out of Scope Changes check
Explanation
The whole-PR diff against merge base e68e19d touches only apps/server/src/textGeneration/CodexTextGeneration.ts and its test file. The source change adds fallback selection in runCodexJson model resolution. It also removes the requested model's reasoningEffort and serviceTier on fallback. Each of these supports [#15230]. The newer custom-model lookup (readCustomModelEntries(codexConfig.customModels)) keeps a user-configured custom model on its requested slug when the managed snapshot omits it. Without this lookup, the new fallback would replace that model. This supports the stated requirement that custom models are sent as-is. The test changes (table-driven dispatch cases, the fallback-options test, the custom-model test, and the renamed expected title) verify these behaviors. No settings, contracts, or picker files change. The out-of-scope items named in the PR (#12651 picker mismatch, and API rejection of a listed slug) are not implemented in the diff.

Verified head a00d3030f30efeabc0d3bb2ad278e3cfe53bdf29 in Linux Chrome through the running web client, server, and real Codex CLI using the local proxy. Created the local git project and threads through the app, with conversation turns on gpt-6.1-sol. No mocks, fixtures, or provider shims.
The proxy supports luna, so I exercised the catalog-miss path with a stale gpt-5.4 text-generation selection saved through server.updateSettings. The real catalog omits that model and the real provider rejects it.
On github/main (cefb544af3c9), clicking Regenerate title dispatched gpt-5.4 and failed with model_not_found: unknown provider for model gpt-5.4.
On this head, with the same project, thread, and saved selection, that action dispatched the catalog default gpt-6-astra and updated the title. A new thread's first-message title also generated successfully.
Automatic commit-message generation used the same fallback and committed feat: add fallback verification greeting script in the local verification repository. The client showed a clean working tree afterward.
Normal gpt-6.1-sol turns created and ran greet.mjs, then read it in another thread. Returning text generation to listed gpt-6-luna kept luna and generated a title successfully.
Observed subprocess dispatch and server result:
main, saved gpt-5.4: codex exec --model gpt-5.4
Thread title generation failed: model_not_found
PR, same selection: codex exec --model gpt-6-astra
title: list repository path and tracked files
PR, listed selection: codex exec --model gpt-6-luna
title: Create and Verify Greeting Script
Existing CodexTextGeneration.test.ts: 17 passed on Blacksmith. vp run check:changed cefb544af3c98224874419198c0359b652ca3c94 also passed there. The explicit base follows fetching parent history into the shallow worker snapshot. All 31 reported CI checks are green. No code changes were needed.
The original ChatGPT-login account restriction itself: this VM's proxy catalog includes and runs gpt-6-luna. The stale-selection reproduction verifies the same catalog-miss fallback, but does not establish behavior with a real Connect with ChatGPT account. Native desktop, iOS/Android, remote/tunnel connections, and automatic branch/PR text generation were not exercised.
