feat(mobile): opt in to dictation on a paired environment - #31059
The native app previously hid dictation when it couldn’t transcribe on-device. Android and iOS now keep This device as the default and let the user explicitly choose a paired environment under Settings → Voice. The confirmation identifies the host; microphone permission alone does not authorize an upload.
The grant stays on that phone. Only a finished recording can go to the chosen environment, over its authenticated connection. Revoking or replacing the grant cancels pending work, even if the user later reselects the same host. A disconnected or incompatible host disables environment dictation; nothing silently switches destinations. This uses the existing transcription transport and does not add a cloud service.
Picking an environment used to skip checking that it had a transcription model, so the first recording failed and the phone had no way to fix it. Each environment row now says when no model is installed. The chosen environment gets a model row that opens a searchable sheet of its full catalog, with accuracy, speed, language count, and size. From there the user can download a model (with progress and cancel) or switch the active one. Phones without permission to change that environment's settings see the list read-only.

Stacked on #30624. Verified check:changed and a Pixel 9 without local recognition: selected the host, recorded in the composer, and saw the chosen server return HTTP 200 for the upload. The emulator was silent, and the composer reported no speech without changing the draft. Started a second recording and switched back to This device while it was running: the recording stopped, and the server received no second upload. The iOS simulator build succeeded, but the device runner could not keep the app open for an interactive pass; verify that path before landing.
Macroscope's review found this PR requires human approval — Adds explicitly opted-in transcription on a paired environment while retaining on-device transcription by default. The new polling effect includes a lint-suppression directive that requires human review.

Walkthrough
Mobile voice input supports on-device transcription by default or transcription through a selected paired environment. The changes add Android and iOS recording decoders, secure destination grants, environment transcription routing, and microphone settings for selecting a destination.
The Expo module now registers Android and Apple platforms. Both native modules decode local recordings to mono 16 kHz signed 16-bit PCM and enforce recording-length limits.
Secure storage persists voice grants. Environment routing checks connection and grant state, decodes and validates PCM, then sends transcription requests. Tests cover grant changes, storage failures, routing, and recording limits.
Voice input uses route-aware availability and transcription, and cancels active sessions when the route changes. Microphone settings offer device and environment choices. Documentation describes destination selection and mobile transcription behavior.

Explanation
The title "feat(mobile): opt in to dictation on a paired environment" matches the main change. The changeset adds an opt-in route that lets mobile users send finished dictation recordings to a paired environment, while on-device transcription stays the default. The title is specific, uses conventional commit form, and is 57 characters long.

Fix the stale privacy statement in the mobile voice input section.
Line 219 says "Transcription runs on your device." This is now wrong. The same section (Lines 192-198) describes choosing a paired environment, and in that case finished recordings go to that environment. A user who opted in would read a false claim about where audio goes. This sentence is the privacy statement for the feature.
The lines are outside the changed hunk. This PR makes them inaccurate.

Update the mobile voice input privacy statement so it distinguishes default
on-device transcription from transcription using a chosen paired environment,
where the finished recording is sent. Clarify that temporary audio is deleted
from the phone after transcription or cancellation, and that submitting sends
only the message text to the agent.
Replace the per-sample DataView calls with an Int16Array view.
A five-minute recording has about 4.8 million samples. The loop makes one getInt16 call per sample on the JS thread. This can stall the UI for a noticeable time when the user finishes a long recording. The repository guidelines ask for changes that consider performance.
All supported React Native targets are little-endian. A copied Int16Array also avoids alignment problems when decoded.byteOffset is odd.
Proposed refactor
- const samples = new DataView(decoded.buffer, decoded.byteOffset, decoded.byteLength);- const pcm = new Float32Array(decoded.length / 2);- for (let i = 0; i < pcm.length; i++) pcm[i] = samples.getInt16(i * 2, true) / 32768;+ const samples = new Int16Array(+ decoded.buffer.slice(decoded.byteOffset, decoded.byteOffset + decoded.byteLength),+ );+ const pcm = new Float32Array(samples.length);+ for (let i = 0; i < samples.length; i++) pcm[i] = samples[i]! / 32768;

In the decoded-audio conversion in the environment transcriber, replace
per-sample DataView reads with an Int16Array view over a copied byte range so
odd decoded.byteOffset values do not cause alignment errors; convert those
samples to Float32 values with the existing division by 32768, preserving the
current output length and normalization.

Also addressed the two items in the review summary in 7f973ec: the composer guide now distinguishes deleting the phone’s temporary recording from sending audio to a chosen environment. PCM conversion uses an aligned Int16Array view for the ordinary case, with an alignment-safe fallback covered by a test. Both focused suites (6 tests) and check:changed pass. I couldn’t repeat the Android device run on this head: the native client wasn’t cached and Gradle reported “SDK location not found” on the build host.

Mobile settings now opens Voice. On an iPhone 18 Pro simulator I opened it from Settings and through both /settings/voice and the old /settings/microphone link. All three showed This device selected with microphone access still ungranted.
Choosing an environment for dictation didn't check that it had a
transcription model, so the first recording failed and the phone had no
way to fix it. Environment rows now show when no model is installed, and
the chosen environment gets a model row that opens a searchable sheet of
the full catalog with scores, downloads with progress, and switching.
Also shortens the voice copy, pads the shared search sheet above Android's
floating tabs, and keeps the Android voice module under detekt's method
length limit.

Cancelling the download still selects model.id, so cancelling a different model replaces the working selection with an uninstalled model and breaks dictation. downloadEnvironmentSpeechModel resolves normally on cancellation, and this continuation selects the model unconditionally; verify it is installed before calling selectEnvironmentSpeechModel.

22 upstream commits, mostly environment dictation (pingdotgg#30623, pingdotgg#30624, pingdotgg#30625,
pingdotgg#31059) and secret providers.
Conflicts:
- server.ts: pingdotgg#30625's speech stream route beside the Tailscale pairing
renewal (section 6).
- environmentHttpTest.ts: pingdotgg#30625's voice body limit beside the forbidden
operation error.
- SettingsRouteScreen.tsx (mobile): the pane-role refactor drops the
workspace context import; settingsPageLabel stays (section 2).
The voice controller is a display file, so 13 of its errors reached the new
composer error pill in Chinese and missed the pill's English-keyed labels:
every error read "Voice input failed" and Retry transcription never showed.
The pill now reads them through englishVoiceError, with a fork test.
