feat(desktop): dictate into browser annotations with the same consent - #30624
The annotation editor lives inside someone else's webpage. Its microphone button and shortcut now delegate to the same consent-gated renderer as the composer. The guest gets only the presentation state for its active pick session; it never gets microphone access or the transcription connection.
The preload keeps controls in a closed shadow root, accepts trusted gestures, and main checks the sending session. Added a session ownership test. In a real Electron guest with the shipped preload, an unconsented session had no microphone control; enabling it showed the control, and a trusted click generated a start event only for the owning session. In a separate Electron ASAR fixture using the production worker and unpacked native libraries, Whisper ran on CPU and transcribed “Add a test for the microphone.” The Linux desktop build passed. The full installed desktop application and Windows/macOS packages were not launched.

Based on #14882 by @UtkarshUsername. Thank you for the native inference, model discovery, and dictation workflow.
Macroscope's review found this PR requires human approval — Browser annotations gain dictation through the existing consent-gated renderer and session-scoped IPC. The new integration adds four lint-suppression directives in PreviewAnnotationSpeech.tsx that require human assessment.

The pull request adds voice input to desktop browser annotations and adds speech-model benchmark data and comparison controls. It also changes microphone metering to use an audio worklet and updates dictation shortcut handling.
The preview bridge accepts voice configuration and routes voice events and state. The manager checks session IDs and removes voice listeners during pick cleanup.
Guest annotation controls and submission flow apps/desktop/src/preview/PickPreload.ts, apps/desktop/src/preview/Annotation.css
The annotation editor forwards voice controls and keyboard events, mirrors voice state, and defers submission while voice processing is active.
The preview creates a voice session and connects annotation events to speech input. The documentation describes voice input in the desktop annotation editor.

pingdotgg/t3code#30262 — This change adds dictation to desktop browser annotations, but does not add the requested composer controls or engine picker.
pingdotgg/t3code#29664 — The PR changes annotation UI event handling, but the supplied summary does not establish that it fixes the reported outside-pointer dismissal behavior.

Match non-commercial licenses by token, not by one exact SPDX shape.
The filter rejects a model only when its license matches ^cc-by-nc(?:-sa|-nd)?-\d+\.\d+$ exactly. Any other spelling of a non-commercial license passes the filter. Examples are cc-by-nc without a version, cc-by-nc-sa, CC BY-NC 4.0, cc-by-nc-4, and a custom *-nc identifier. A model that passes the filter gets into the bundled catalog, and users can then download it from the environment.
The current pinned source produces a clean catalog, and the byte-for-byte test confirms this. The risk comes from the next speech:catalog:sync against a newer @handy-computer/models. A new spelling would get through the filter silently, and the generated diff is about 2,000 lines, so a reviewer could easily miss it. Match an nc token anywhere in the license string instead.

Fixed in the engine layer #30625 at 26b9761 and carried up the stack. Catalog generation now rejects a standalone NC token regardless of casing, separators or version. The existing filter test reproduced the unversioned cc-by-nc leak before the fix and now also covers CC BY-NC 4.0 and custom_NC. The pinned catalog still reproduces byte for byte.
@juliusmarminge The inspected revision (96b82af) does not contain the reported fix. apps/server/scripts/speech-catalog.ts still uses the exact-version filter at Line 53, and the test lacks the three reported regression cases.
Verification is inconclusive for 26b9761. Please retry verification after the stack update is available on this PR. I’ll leave this finding open for now.

Match the server's refusal of a pasted value with delivery: "secretRef".
OrchestratorMcpService.requestSecret rejects that combination with invalid_request. Its error text is A pasted \value` is saved as a file. Leave out `delivery: "secretRef"`.The faket3Defaultresult returns{ status: "saved", file }for any pastedvalue, whatever delivery` holds. An agent that sends both therefore succeeds in the eval but fails against the real server. The secret cases then grade a call path that production refuses.
Return the server's failure for this combination so the eval keeps the same contract as the server.

Confirmed the distinction: the eval fake returns a file, while the live requestSecret rejects a pasted value with delivery: "secretRef". The fake came from 7f782b4; evals/mcp-tool-use/run.ts is byte-identical on main and this branch. This is an eval fidelity issue, not a change to production secrets or voice consent, so I’m keeping it out of the dictation stack.

@juliusmarminge Understood. The mismatch is an eval fidelity issue, not a production secrets or voice-consent defect. Given your confirmation that the file is byte-identical on main, I agree it belongs outside the dictation stack.
The eval finding remains valid but deferred. Would you like me to open a follow-up GitHub issue?
Rechecked the catalog finding on the published head, d2d2206. The license filter rejects a standalone NC token, and the regression cases cover cc-by-nc, CC BY-NC 4.0, and custom_NC. I reran the catalog suite: all 3 tests passed, including byte-for-byte reproduction of the bundled catalog.

22 upstream commits, mostly environment dictation (pingdotgg#30623, pingdotgg#30624, pingdotgg#30625,
pingdotgg#31059) and secret providers.
Conflicts:
- server.ts: pingdotgg#30625's speech stream route beside the Tailscale pairing
renewal (section 6).
- environmentHttpTest.ts: pingdotgg#30625's voice body limit beside the forbidden
operation error.
- SettingsRouteScreen.tsx (mobile): the pane-role refactor drops the
workspace context import; settingsPageLabel stays (section 2).
The voice controller is a display file, so 13 of its errors reached the new
composer error pill in Chinese and missed the pill's English-keyed labels:
every error read "Voice input failed" and Retry transcription never showed.
The pill now reads them through englishVoiceError, with a fork test.
