fix(claude): turns use the downloaded model catalog - #31717
The Claude model picker reads the model manifest the server downloads from main, but turns compiled the model selection against the catalog bundled at build time. When a manifest update adds an option to a model that is already in the bundle, the picker shows it and the turn silently drops it.
Found while verifying https://git.cafe/pingdotgg/t3code/pulls/30781: on v0.1.7 with that manifest downloaded, Haiku 5.5 offered Ultracode, but the turn launched Claude Code with effort: "medium" and no ultracode setting. Brand-new models were unaffected only because unknown slugs fall through to a permissive fallback.
Fix
ClaudeDriver already resolves the live catalog for the picker and text generation. It now passes that catalog to the Claude adapter, which reloads it at the start of each turn and steer instead of using the bundle. The bundle stays the default when no catalog is supplied.
Verification
Extended the adapter's Ultracode test with a row where the model's capabilities come only from the supplied catalog. It fails on main (ultracode undefined) and passes here.
Live: a dev server from this branch (its own bundle has no Ultracode on Haiku 5.5), with https://git.cafe/pingdotgg/t3code/pulls/30781's manifest as the downloaded copy. Haiku 5.5 at Low with Ultracode launched Claude Code with effort: "low" and ultracode: true, and replied.
Released servers keep the old behavior; this applies from the next release.
Model and harness: Claude Opus 5.5 in Claude Code.
The Claude picker reads the model manifest fetched from main, but turns
compiled selections against the catalog bundled at build time. Options a
manifest update added to a model already in the bundle, such as Ultracode,
showed in the picker and were then silently dropped. The driver now passes
its live catalog to the adapter, which reloads it on each turn and steer.

Macroscope's review found this PR requires human approval — Claude turns now use refreshed downloaded model metadata for runtime options and context windows. This also changes the source of implicit effort/settings defaults, requiring human confirmation of the resulting default behavior.

The downloaded-catalog row supplies the same catalog at construction and turn start. It would pass if startTurn stopped reloading the catalog. Change the row to update the catalog after harness creation, then assert that startTurn uses the new option.

Update the downloaded-catalog test row so it changes the catalog after the
adapter harness is created, then assert that startTurn uses the updated catalog
option rather than the construction-time catalog.

Turn refresh and Ultracode coverage apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.ts, apps/server/src/orchestration-v2/Adapters/ClaudeAdapterV2.test.ts
The adapter reloads the catalog at turn start and steer. Tests cover Ultracode with a custom model and a downloaded catalog model with an Ultracode option.
Issue 16672 — The adapter uses a supplied catalog for model selection. This addresses the reported bundled-catalog limitation. The requested Thinking and query identity behavior is not described in these changes.
Issue 30780 — The tests cover Ultracode options from a downloaded catalog. These changes do not add Ultracode to specific model manifest entries.
